For young officers and cadres who have just graduated and do not have much practical experience, when their units encounter complex ideological situations, they are often confused and have difficulty analyzing, determining the cause, finding ways to handle and resolve the situation, and quickly stabilizing the unit's situation; in some cases, they even make wrong judgments and handle the situation from the very beginning, making the situation more and more complicated.

The attention, direction, dedicated guidance, and responsibility of superiors, teammates, and those with experience, knowledge, and deep expertise are important foundations for the staff to constantly strive to improve and successfully complete assigned tasks. However, in specific, urgent, and critical situations, when it is not possible to ask for direction or guidance from superiors, in addition to qualifications, experience, decisiveness, and courage, if they have in hand "secrets" and a set of effective and efficient support tools, the staff will feel more secure and confident in controlling and solving problems.

Based on the above reality, after the investment and research process, the group of authors of the Propaganda Department of Military Region 5 programmed and designed the website "Experts in consulting on resolving ideological and disciplinary situations", providing a set of consulting tools using artificial intelligence (AI), supporting managers in handling ideological situations, disciplinary violations, in conducting mass mobilization work, helping users to correctly identify the cause, nature, process, principles, and handling direction; creating conditions for any officer, anywhere, with just a smartphone, to quickly receive advice and guidance on handling cases in a scientific, logical, and accurate manner.

With a simple, intuitive, easy-to-use interface that can be pinned to the phone's home screen like a regular application, users can access and enter situational content using the keyboard or voice, and the system will immediately analyze and respond with results.

The outstanding and creative feature of the solution is the "AI behavior orientation" through context guidance techniques - a way to train AI according to the thinking of officers in the Army. Unlike conventional AI chatbots that only give general answers, this solution has built a standard Army analysis structure, adhering to principles, processing procedures, writing patterns and ideological and political language into the AI ​​guidance system. Thanks to that, AI does not just answer "for the sake of it", "for the sake of it", but responds with the correct structure: Assessing and evaluating the situation - steps to solve it - noting key, sensitive, principled issues. Thereby supporting and shaping the thinking of handling situations, helping users approach AI as a psychological expert, a highly academic and disciplined political assistant.

This is a form of ideologically oriented AI training, demonstrating the depth in combining human intelligence with technological products, contributing to building a digital environment serving Party and political activities in the Army. With what has been trained, the Application can reason, answer closely, choose the most optimal solution to advise users on all questions raised, from simple to complex, that have happened in practice or are being forecasted, predicted...

After a period of pilot application at agencies and units in Military Region 5, the initiative received very positive comments and feedback. Major Mai Xuan Hoi, Propaganda Assistant of the 574th Armored Brigade (Military Region 5) said: “Ideological situations at the grassroots unit often happen very quickly and unexpectedly, but looking up and studying available documents and instructions to come up with appropriate and effective solutions is not always possible immediately, especially during marches, drills, rescues, and performing tasks outside the barracks. With “Expert consultant on resolving ideological and disciplinary situations”, after just a few touches, users have in hand the “secrets” to gradually resolve ideological situations well, helping soldiers feel secure in their work. Every time we use the application, we feel like we are chatting and exchanging directly with “experts” in real life. This is a very necessary and useful tool for us”.

According to Lieutenant Colonel Nguyen Van Qui, an officer of the Propaganda Department and a member of the author team, this initiative is a concrete step in bringing digital technology into political and ideological work and discipline, helping cadres manage, grasp, analyze and orient the handling of ideological situations in a systematic and scientific manner. The integration of AI with the ability to respond immediately in a standard military format helps users feel like they are being consulted and chatting with experts, experienced and dedicated political cadres.

The solution has a complete source code that can be replicated, edited, and expanded to serve the needs of ideological situation consulting or expanded to other areas of Party work. The initiative can be deployed in all agencies and units in the Army, especially at the company, battalion, department, and division levels, where ideological situations and discipline in management, education, and training of soldiers are directly grasped and handled, and can be deployed and replicated in political education centers, academies, and military schools.
