Organize the emulation movement "For National Security" in 2024 with a proactive, determined, creative spirit, focusing on the grassroots, associated with activities towards the 80th anniversary of the Traditional Day of the Vietnam People's Public Security Forces (August 19, 1945 - August 19, 2025) and the 20th anniversary of the National Day for National Security Protection (ANTQ) (August 19, 2005 - August 19, 2025)... promoting the spirit of solidarity, creativity, striving to complete and exceed the targets assigned by the Ministry of Public Security.

Proactively advise Party committees and authorities at all levels to lead and direct the effective implementation of Party and State directives and resolutions on the task of ensuring security and order; firmly protect political security, maintain a proactive position, and avoid being passive or surprised in any situation.
Promote the movement "All people protect national security" to better meet the task of ensuring national security and order right from the grassroots level. Effectively carry out propaganda and crime prevention work, minimize the causes and conditions for crime to arise right from the beginning and at the grassroots level, create positive changes in social order and safety (SSO), reduce crime by at least 5%. Improve the capacity and effectiveness of State management of SSO, continue to implement Project 06 of the Government to develop the application of population data, identification and electronic authentication to serve national digital transformation.

Speaking at the conference, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi stated: Through monitoring, the units in Emulation Cluster No. 6 - Ministry of Public Security are all units with a long tradition and achievements, and in 2023, all units have effectively promoted their advisory role, implemented to ensure national security, ensure social order and safety in the province, achieved many achievements and feats and were all awarded the emulation title of the Ministry of Public Security flag level or higher in the emulation movement "For National Security" in 2023.

The Standing Vice Chairman of the Provincial People's Committee believes that the conference to sign the emulation covenant "For National Security" in 2024 of the Provincial Police in Emulation Cluster No. 6 will be a great driving force to promote the effectiveness of the work of the Provincial Police, strengthen the close and comprehensive coordination in all aspects of work between units in the Cluster. From there, strive to compete, excellently complete the tasks, proactively grasp the situation, advise local Party committees and authorities to direct and effectively implement the guidelines, policies, resolutions, and directives of the Party and State on the task of protecting national security and maintaining social order and safety. Especially advising on the absolute safety of Party Congresses at all levels, towards the 14th National Party Congress for the 2025-2030 term.
Continuously innovate all aspects of work, proactively prevent, combat, promptly and effectively stop plots and sabotage activities of hostile forces, terrorists, rioters, and saboteurs; effectively respond to non-traditional security threats; do a good job of prevention, focusing on investigation, discovery, timely, thorough, and strict handling of all types of crimes, especially organized and transnational crimes, murder, intentional injury, "mafia"-style activities, economic crimes, corruption, drugs, high-tech use, etc.
With the responsibility of local leaders, the Provincial Party Committee, People's Council and People's Committee of Thanh Hoa province will continue to pay more attention to the work of leading, directing and building the Public Security force; especially effectively implementing Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo "on promoting the building of a truly clean, strong, disciplined, elite and modern People's Public Security force, meeting the requirements and tasks in the new situation".
