Although established for more than 20 years, Tan An 1 and Tan An 2 Industrial Clusters (Buon Ma Thuot City) still face many difficulties and low operational efficiency. Solving this situation requires fundamental solutions from the local government and functional agencies.
Tan An Industrial Zone was formed and approved for detailed planning in Decision No. 1070/QD-UB, dated April 24, 2002 of the Provincial People's Committee on approving the detailed planning for the construction of the small-scale industrial park in Buon Ma Thuot City. Over time of formation and development, changes in regulations, Tan An Industrial Zone 1 and Tan An Industrial Zone 2 were planned in detail in Decision No. 371/QD-UBND, dated February 19, 2008 of the Provincial People's Committee, with a total area of 104.75 hectares (of which Tan An Industrial Zone 1 is 48.5 hectares, Tan An Industrial Zone 2 is 56.25 hectares). Hong Linh Transport Investment and Construction Joint Stock Company (Hong Linh Company) was assigned by the Provincial People's Committee to invest in the form of investment - business (BO) and was assigned land, leased land in these two industrial parks to invest in infrastructure construction and leased land to enterprises for investment in production and business.

Up to now, the investment in technical infrastructure construction has carried out the following items: detailed planning (cost of 285 million VND); compensation for site clearance (over 1.5 billion VND); environmental impact assessment (90 million VND); main road of Tan An 1 Industrial Park (over 7.8 billion VND); gate, fence of two industrial parks (nearly 7.8 billion VND); green tree system, lighting of Tan An 1 Industrial Park (3.9 billion VND); operator house (over 2 billion VND)...
Regarding land use, Tan An 1 Industrial Park currently has 43 investment and production projects, of which 38 projects have come into operation, 4 projects are under construction and 1 project has stopped operating. Tan An 2 Industrial Park has 50 projects, of which 42 projects have come into operation, 7 projects are under construction and 1 project has stopped operating.
According to the assessment of the functional sector, the management, operation and exploitation of Tan An 1 Industrial Park and Tan An 2 Industrial Park by the investor of technical infrastructure is not good. Specifically, the enterprise has not met the requirements on the capacity to manage and operate industrial park activities according to current regulations; has no experience as an investor in construction and business of technical infrastructure; the capacity and experience of the team of managers, technical staff and environmental management staff of the enterprise have not been trained in specialized fields appropriate to the work being undertaken. The management and operation of the two industrial parks have not coordinated with the authorities to promptly take drastic and effective measures against enterprises investing in industrial parks that do not comply with the contract, leading to prolonged problems in project recovery, handling of assets on land, land recovery for projects that have not been implemented, are behind schedule, have stopped operating and are using land in violation of the approved detailed planning. Regarding land use efficiency, the overall occupancy rate of the two industrial parks is 100%; however, in reality, the land use of enterprises leasing land is not economical and ineffective. Many projects are leasing land with large areas, but do not invest in accordance with the scale and capacity when preparing land lease documents; some projects are slow to put land into use, the implementation of construction investment is prolonged, and progress is behind schedule; there are projects currently using land for the wrong purpose. Some projects have even stopped operating for many years without being processed, causing waste of land in industrial parks.

Faced with difficulties and problems related to the operations of these two industrial parks, the Department of Industry and Trade has advised the Provincial People's Committee on corrective solutions. Specifically, it requires Hong Linh Company to improve its organizational structure, add personnel to ensure the requirements for effective management of the operations of Tan An 1 and Tan An 2 industrial parks; invest in completing infrastructure and organizing repairs, maintenance and upkeep of works assigned to its management; be responsible for reviewing investors who have violated land management and use, construction and reporting to relevant departments and branches to carry out land recovery according to regulations; regularly inspect and urge land-lessee units to use land in accordance with signed contracts; speed up the construction investment progress for enterprises that rent land but are slow to implement.
For enterprises, production and business establishments in Tan An 1 and Tan An 2 Industrial Parks, they must use land for the purposes registered in the contract; strictly comply with the laws on land, construction, environmental protection, labor, investment in production, business and fire prevention and fighting. On the part of the People's Committee of Buon Ma Thuot City, strengthen the responsibility in inspection and examination of the activities of these two industrial parks; promptly detect and handle projects with slow investment progress, inadequate construction density, improper land use, land use coefficients not suitable for scale and capacity... to improve the efficiency of industrial park operations.
Wastewater treatment project is sluggish. The Tan An 1 and Tan An 2 Industrial Park Centralized Wastewater Treatment System Project has a capacity of 1,500 m3/day and night, with a total investment of nearly 37.4 billion VND from the provincial budget assigned to the People's Committee of Buon Ma Thuot City as the investor. Up to now, the budget allocated for the project is 33.38 billion VND, but the project is unfinished and has been stopped for a long time. In 2022, the Provincial People's Council adjusted the project investment scale to increase by 7.6 billion VND, expected to be completed in 2023 . |
