Quang Tri town is located on the National Highway 1, the North-South railway runs through. At the same time, it is the starting point of provincial roads such as: Road 64 (Quang Tri town - Cua Viet), Road 68 (Quang Tri town - Trieu Phong and Hai Lang plains), so it is convenient for the development of industrial clusters (ICs). In the town, there are currently 2 ICs: Cau Lon - Bau De and Hai Le. Of which, Hai Le IC attracts many investors, contributing significantly to the economic restructuring, creating jobs for local workers.

Hai Le Industrial Park was established in 2012, with an area of 48.9 hectares. As of the first 6 months of 2024, the total investment capital for infrastructure construction of the industrial park was 39,496 million VND. The occupancy rate is 44%. Currently, the town is investing in infrastructure construction of Hai Le Industrial Park (phase 2) with an area of 16.1 hectares. Up to now, 6 investment projects have been attracted to Hai Le Industrial Park with a total registered capital of 198,732 million VND, and about 84 billion VND has been invested; of which: 4 projects have come into operation.
At the 5th session, the People's Council of Quang Tri town, term VII, issued Resolution 59/NQHĐND approving the Project to attract investment and mobilize resources to complete urban infrastructure, tourism and Hai Le Industrial Park in the period of 2021-2025, with a vision to 2030, with the goal of maximizing and effectively using all resources to invest in building synchronous urban infrastructure, tourism, and Hai Le Industrial Park infrastructure, gradually modernizing, in line with the urbanization process; building an open investment environment, an attractive destination for investors; creating a breakthrough in socio-economic development, contributing to improving the material and spiritual life of the people.
Currently, Hai Le Industrial Park's basic infrastructure meets the requirements of investors. Quang Tri Town has cleared and leveled the land to create a clean land fund to attract investment. The road system leading to Hai Le Industrial Park is paved with wide asphalt, convenient for traffic. Fiber optic internet connection is fully equipped. The production power system has been invested in building nearly 1.6 km of 22 kV line and a 560 kVA transformer station to provide enough electricity for the loads in the Industrial Park.
Realizing the advantages of Hai Le Industrial Park, many enterprises have come to invest in production and business. Hoang Anh 2 Construction Wood Products Factory of Hoang Anh Cam Lo Company Limited invested in Hai Le Industrial Park with a capital of 11.6 billion VND, operating since October 2019.
On average, each year, the factory imports about 3,000 m3 of raw acacia wood to produce sawn boards and wooden bars. The company creates regular jobs for 22 workers and pays about 1 billion VND in taxes to the locality each year. The factory's operating capacity always meets and exceeds the set target. Therefore, for 2 consecutive years, the company has been awarded a certificate of merit by the People's Committee of Quang Tri town.
Quang Tri Carton Packaging Joint Stock Company has only been in operation since August 2023, but has also achieved many encouraging results. The company specializes in manufacturing carton products for packaging for all industries. Main products include: 3-layer, 5-layer, 7-layer blanks, creating a variety of boxes.
The factory is built on an area of 5,000 m2, producing according to modern production lines and advanced foreign technology. According to the design capacity, it produces 1,500,000 m2 of carton products/month. However, during the trial operation, the company only ran at 20% capacity with about 300,000 m2/month, creating jobs for dozens of workers with stable income. Currently, the company's market includes the provinces of Quang Tri, Quang Binh, Thua Thien Hue, and Laos.
Director of Quang Tri Carton Packaging Joint Stock Company Nguyen Sy Thang said: “According to the investment policy, the registered capital is 34 billion VND, but up to now, the company has invested more than 50 billion VND to build facilities, equipment and machinery to develop production and business. The lives of workers are constantly improving. On June 3, 2024, the company's products were recognized by the People's Committee of Quang Tri province as typical rural industrial products of Quang Tri province for the 7th time, 2024".
Deputy Director of the Center for Industrial Cluster Development - Industrial Promotion and Public Services of Quang Tri Town Bui Huu Hieu said: "Quang Tri Town is having special incentive mechanisms and policies to attract investors interested in investing in Hai Le Industrial Park.
Accordingly, enterprises will be exempted from land rent for 7 years, with maximum incentives for enterprises within the Government's regulations on tax exemption and reduction (depending on the preferential investment sectors in industrial parks). At the same time, the town will support and create conditions for enterprises in recruiting and training workers to serve production and business requirements, and support the settlement of procedures for investors in production and business in industrial parks according to the one-stop and one-stop mechanism.
In addition, when the project comes into operation, the enterprise will also enjoy the policy of supporting industrial promotion funds according to Decision No. 53/2014/QD-UBND dated December 30, 2014 of the People's Committee of Quang Tri province promulgating the regulations on management and use of industrial promotion funds in Quang Tri province.
Affirming that, with synchronous and superior infrastructure, open investment attraction policies will continue to attract investors, soon turning Quang Tri town into a civilized, modern and friendly urban area.
