According to the Department of Performing Arts (DPA), this unit has received a complaint dated March 31, 2023 from Ms. Nguyen Thi Nhon Hau, Ho Chi Minh City, with the content: at the 2020 National Young Talent Contest for Cai Luong Actors, Ms. Tran Thi Nhu Huynh, born in 1986 (according to her ID card), was over the age limit according to the regulations, but why did the Organizing Committee still allow her to participate? If the contestant violates the competition regulations, will she be disciplined? If she wins, will her prize be revoked according to the regulations?
The Department of Performing Arts has just issued a document responding to citizen complaints related to cai luong artist Nhu Huynh.
In the reply document signed by Deputy Director of the Department of Performing Arts Tran Huong Duong on April 19, 2023, the Department of Performing Arts said that on July 27, 2020, the Department received the registration form to participate in the contest of the Bac Lieu Provincial Theater Association No. 04/DKDT-HSK dated July 27, 2020 for contestant Tran Thi Nhu Huynh, born in 1987, a member of the Bac Lieu Provincial Theater Association, with ID card No. 0252230xx, born in 1986, permanent residence in Ho Chi Minh City issued by Ho Chi Minh City Police on January 25, 2010.
"After receiving the registration of the Bac Lieu Provincial Theater Association, the Department of Performing Arts discussed with the Association about the case of contestant Tran Thi Nhu Huynh who was over the age limit and therefore could not participate. To report on the year of birth of contestant Tran Thi Nhu Huynh, the Bac Lieu Provincial Theater Association sent Official Dispatch No. 12/CV-HSK dated November 9, 2020 to the Department of Performing Arts reporting the official age of contestant Tran Thi Nhu Huynh as born in 1987. Ms. Tran Thi Nhu Huynh personally sent a Petition to the Steering Committee and the Organizing Committee stating that her real date of birth was October 3, 1987 (attached with a photocopy of the Birth Certificate with date of birth: October 3, 1987)" - the document of the Department of Performing Arts clearly stated.
The official dispatch signed by Deputy Director Tran Huong Duong added that the Steering Committee later agreed to allow candidates to participate when they have a commitment, verify their correct date of birth and are responsible before the law as well as relevant agencies for their commitment.
On November 18, 2020, the Steering Committee and Organizing Committee of the contest received a commitment from contestant Tran Thi Nhu Huynh. The commitment stated "I hereby guarantee and take responsibility for my real date of birth, which is October 3, 1987, before the authorities and if it is incorrect, I will take full responsibility". Therefore, the Organizing Committee agreed to allow contestant Tran Thi Nhu Huynh, born on October 3, 1987, a member of the Bac Lieu Provincial Theater Association, to participate and win a Silver Medal.
Artist Nhu Huynh is highly appreciated on the cai luong stage.
The Department of Performing Arts affirms that it has implemented the contest regulations correctly. The participants are candidates under 33 years old (born from January 1, 1987 onwards). If any candidate is found to have violated the organization regulations, the Department of Performing Arts (BTC) will report to the competition's steering committee for consideration and handling in accordance with the regulations.
Explaining the two years of birth, in the "Affidavit" sent to Deputy Minister of Culture, Sports and Tourism Ta Quang Dong and Mr. Tran Huong Duong, Head of the Organizing Committee of the "2020 National Young Talent Contest for Cai Luong Actors", artist Nhu Huynh said that she was born on October 3, 1987, but because she started school a year early, her parents increased her age to 1986 to qualify for first grade. Because the family moved to Ho Chi Minh City and there were discrepancies in the records, her ID card issued by the Ho Chi Minh City police was dated October 3, 1986.
The photocopy of the Birth Certificate sent by artist Nhu Huynh to the Department of Performing Arts clearly states that she registered her birth in Ca Mau at the age of 7.
However, the special thing is that the photocopy of the birth certificate that Nhu Huynh sent to the Department of Performing Arts recorded the date of birth registration as April 24, 1994. The person who registered the birth was Tran Thi Nhu Huynh. The section: relationship with the person whose birth was registered clearly stated "self-declared". Thus, the female artist registered her birth in Ca Mau when she was only 7 years old.
Furthermore, on this photocopy of the Birth Certificate there is no red stamp of the People's Committee of the commune where she made the birth certificate.
Lawyer Trinh Duc Tien, Phuc Tho Law Office, Hanoi said that according to regulations, the person who has the right to register the birth of a child is a responsible person such as the father, mother, grandfather or grandmother or other relatives; individuals and organizations that are raising the child.
"A 7-year-old child cannot register his or her own birth. In addition, a birth certificate without a red seal is invalid. The public has every right to question the reliability of this birth certificate," affirmed lawyer Trinh Duc Tien.
Artist Nhu Huynh is highly appreciated on the Cai Luong stage. Recently, she has won many awards such as the Best Cai Luong Actress Award 2020 presented by the Vietnam Stage Artists Association, the Silver Medal for Young Talents of Cai Luong Actors 2020, the Gold Medal of the Capital Theater Festival 2020, the Gold Medal of the National Drama Theater Festival 2021, the Gold Medal of the Capital Theater Festival 2022.
Thanks to these achievements, her name was on the list of candidates for the 10th "People's Artist" and "Meritorious Artist" titles proposed by the Specialized Council to the State Council.
