Vietnam Aviation Administration issues "hot" instructions after plane crashes

(NLDO)- Recently, there have been consecutive aviation accidents around the world such as the accidents of Jeju Air and Azerbaijan Airlines.


On December 30, the Civil Aviation Authority of Vietnam issued a directive on strengthening measures to ensure aviation safety during the peak Tet holiday of 2025.

Accordingly, in recent times, there have been consecutive aviation accidents around the world causing serious human losses, such as the Jeju Air B737-800 plane crash on December 29, 2024, which killed 179/181 people on board in Korea; the Azerbaijan Airlines E190 plane crash on December 25, 2024, which killed 38/67 people on board in Kazakhstan.

In order to ensure absolute safety in civil aviation activities, especially during the peak period of the Lunar New Year 2025 when the density of aviation activities increases, the Civil Aviation Authority of Vietnam requires airlines to thoroughly instruct pilots to strictly comply with policies, regulations, and standard operating procedures, especially in adverse weather conditions and in complex situations, strictly comply with the regulations in the Safety Directives of the Civil Aviation Authority, promptly contact the flight control facility when support is needed to ensure flight safety.

Plan flights and routes to ensure complete avoidance of airspace areas at risk of armed conflict, ensuring absolute safety for the flight; proactively monitor weather developments closely to adjust plans or change flight schedules accordingly to minimize the risk of adverse weather conditions affecting flight safety.

Enhance training content in the simulator cockpit on landing situations in complex and unexpected weather conditions, especially takeoff and landing in weather conditions with sudden wind shear, gusts, and crosswinds. Focus on countering crosswinds, maintaining and landing in the center of the runway, and being mentally prepared to fly again when weather conditions are unfavorable.

The airline continues to effectively implement the flight data analysis program, fully analyze, determine the cause, and take corrective and preventive measures for events that pose a high risk to flight safety, and promptly report fully to the department.

This unit is assigned to analyze and evaluate the causes of events related to unstable approaches; propose preventive measures to reduce the rate of unstable approaches to meet the objectives of the Aviation Safety Index; organize commentary and training to ensure that pilots have sufficient knowledge and skills to identify, prevent and handle unstable approaches, ensuring safe flights.

The aircraft maintenance organization thoroughly instructs technical staff to strictly comply with maintenance procedures and manuals, safety regulations when performing tasks in the airport area, especially technical inspections before signing to put aircraft/aircraft equipment into operation.

Airlines and maintenance organizations must strictly comply with the manufacturer's regulations and instructions in aircraft maintenance; ensuring that flights are only allowed when the aircraft meets airworthiness standards.

These two units need to strengthen internal inspection and supervision to promptly detect system shortcomings and errors, thereby taking timely and effective remedial measures; effectively implement and deploy the Safety Management Program, comply with mandatory reporting regulations, encourage voluntary reporting and self-reporting of violations, improve safety culture, ensure incidents are investigated, causes are analyzed and effective preventive solutions are available.

For foreign airlines, ensure that pilots fully prepare for flights, fully and promptly grasp meteorological information, carefully study airports, flight routes and flight methods in Vietnam; strictly and fully comply with air traffic controller instructions as prescribed; ensure that technical staff of airlines and maintenance service providers thoroughly comply with maintenance procedures and manuals, and safety regulations when performing tasks for flights to/from Vietnam.

Vietnam Air Traffic Management Corporation (VATM) thoroughly instructs air traffic controllers to strictly comply with regulations and standard procedures in flight operations; grasp and update meteorological information; strengthen observation and supervision of air traffic situations, plan flight operations, promptly detect situations that pose potential risks to flight safety in order to advise and take effective measures to handle and assist the flight crew.

Vietnam Airports Corporation (ACV) strengthens the monitoring of vehicle operations on the airport, promptly detects and strictly handles violations of safety regulations; monitors and promptly provides information on runway conditions that may affect aircraft take-off and landing operations to relevant air traffic control units.

ACV is assigned to strengthen inspection, collect foreign objects, chase away birds operating in the airport area, strictly control to prevent pets from entering the airport area; promptly detect and prevent laser beams, illegal use of flycams, drones, kite flying around the airport area. Emergency coordination procedures, emergency response forces and emergency equipment are always ready to be activated at the highest level to respond to all emergency situations in the airport area.

The Flight Safety Standards Department, Flight Operations Management Department, and Airport Port Management Department coordinate with the Northern, Central, and Southern Port Authorities to strengthen inspection and supervision before and after the Lunar New Year 2025, regulations related to aircraft maintenance and operation; flight operations management; operations and coordination at airports; emergency equipment, vehicles, and emergency plans; always comply at the highest level.
