The use of vehicles for transportation business in bad weather (heavy rain, strong winds, landslides, flooding, etc.) must comply with the traffic organization and regulation plan of local authorities and forces.

Before putting a vehicle into operation, it is necessary to monitor weather forecasts, survey routes, and destinations to ensure safety for people and vehicles.

Automobile transport businesses and road motor vehicle driving training facilities are ready to prepare vehicles and drivers according to the registered list and report to the Department of Transport to perform incident response, natural disaster and search and rescue tasks when ordered by the Chairman of the Provincial People's Committee and the Department of Transport.

Proactively grasp information on weather conditions and infrastructure to develop plans for organizing passenger and cargo transportation activities that pass through deeply flooded areas, landslide-prone routes, dangerous and unsafe routes, and areas where storms are forecast to hit (except for vehicles mobilized to perform natural disaster prevention tasks).

Actively coordinate with local authorities and competent agencies to arrange vehicles and drivers to participate in supporting local disaster prevention when requested.

For bus stations, the Vietnam Road Administration requires proactive notification of rain and storm developments to transport units operating at the station so that they can prepare plans.

Bus stations and transport units are responsible for regularly informing vehicle owners and drivers about weather developments to ensure the safety of people, goods and vehicles; and informing drivers on the journey to quickly enter a safe storm shelter.

For car driving training facilities and car driving testing centers, the Vietnam Road Administration requires controlling the driving practice of vehicles, having plans to organize for students to practice driving on the road, and test driving on the road during storms and heavy rains and floods to ensure the safety of life and property.

"In case local means of transport are not sufficient to transport goods and passengers, contact the Vietnam Road Administration to support the coordination of mobilizing means of transport from other localities," the document of the Vietnam Road Administration stated.
