Regarding the suspected child abuse case at a kindergarten in Bac Ninh, the Department of Mothers and Children (Ministry of Health) has just sent an official dispatch to the Bac Ninh Department of Health regarding the verification and handling of the case of children being abused by teachers.
The document stated that in recent days, some media outlets and social media accounts have continuously posted articles with pictures and clips reflecting on teachers at Dap Cau Garment Company Kindergarten (Thi Cau Ward, Bac Ninh City, Bac Ninh Province) committing acts of violence against children.
The Department of Mothers and Children, Ministry of Health requested the Department of Health of Bac Ninh province to coordinate with relevant agencies to direct local authorities where the incident occurred to monitor, provide support and intervene for children who have suffered violence according to the provisions of Decree No. 56/2017/ND-CP dated May 9, 2017 of the Government detailing a number of articles of the Law on Children.
The competent authorities shall promptly and strictly handle those who violate children's rights; consider handling the responsibilities of individuals and organizations that are slow in handling the case (if any); strengthen communication work, raise awareness of agencies, organizations, families and individuals in the care, nurturing and education of children; and prevent violence and child abuse from occurring.
Bac Ninh Provincial Department of Health reports the results to the Department of Mothers and Children before April 25, 2025 for synthesis and reporting to the leaders of the Ministry of Health.
Regarding the child abuse incident at Thu Suong kindergarten (An Binh quarter, Tiem Tom town, Ba Tri district, Ben Tre province) that occurred in early April, the Department of Mothers and Children - Ministry of Health also sent an official dispatch to the Department of Health of Ben Tre province requesting verification and handling of the incident.
Previously, a 30-second clip, recording a woman using violence to force a child to eat, was posted online. In the clip, the child is shirtless and cries because the woman pulls his head back and pours food into it.
These images caused public outrage. Immediately after discovering the incident, the local government inspection team visited the facility and issued a decision to temporarily suspend operations from April 17 pending investigation and resolution by competent authorities.
According to the report, the owner of the facility admitted that the reason for the incident was because the children were lazy to eat, so the staff had forced food onto about 3 children aged 1-2. After the incident, the owner of the facility and the staff went directly to the families of the 3 children to apologize for their actions.
By the morning of April 18, through monitoring the local inspection, verification, and handling of the incident, the Department of Mothers and Children, Ministry of Health requested the Department of Health of Ben Tre province to coordinate with relevant agencies, direct the local authorities where the above incident occurred to promptly and strictly handle the subjects who violated children's rights; at the same time, consider handling the responsibility of individuals and organizations that are slow in handling the incident (if any).
The Department of Mothers and Children, Ministry of Health also proposed to strengthen communication work, raise awareness of agencies, organizations, families and individuals in caring for, nurturing and educating children; to prevent violence and child abuse.
