On the morning of December 3, Unit No. 1 of the National Assembly Delegation (NAD) of Ho Chi Minh City had a meeting with voters of Thu Duc City after the 6th session of the 15th National Assembly.

At the meeting, voter Le Minh Thang (Truong Thanh ward) said that he has a 3,300m2 plot of land located right on Nguyen Xien street and has built a house there for many years.

When implementing the Ring Road 3 project, the compensation, support and resettlement prices for affected people ranged from 5.8-7.6 million VND/m2. Accordingly, Mr. Thang was compensated 23 billion VND.

Meanwhile, the price of land in this area is trading at around 70 million VND/m2. If he sells it, Mr. Thang will receive 100 billion VND.

Mr. Thang expressed his agreement with the project's implementation policy, but found it difficult to accept the compensation level offered by the government.

“On the same Nguyen Xien street, the compensation price in Binh Duong is 16.7 million VND/m2, while in Ho Chi Minh City it is only 7.6 million VND/m2, the difference is too big,” said voter Thang.

From there, voter Thang requested the National Assembly delegation to report the incident to the Ho Chi Minh City government to reconsider the compensation price.

Voter Bui Thanh Tuan said that he hired an independent appraisal unit (with legal status) and the appraisal price was 33 million/m2. Meanwhile, the appraisal price given by the Compensation Board of the Ring Road 3 project (Thu Duc area) was only 7.6 million/m2, which is too different.

Many other voters also said that for the same project, the compensation price for agricultural land in Binh Duong is 3 times higher than in Ho Chi Minh City.

Also at the meeting, Ms. Nguyen Thi Tam (representing 34 households) expressed her opinion on the rights of people affected by the Thu Thiem New Urban Area project.

According to Ms. Tam, the households have been filing complaints for more than 27 years, and have been promised many times by the Central Government and the Ho Chi Minh City government to resolve the issue, but so far nothing has been seen. Ms. Tam suggested that the National Assembly delegation pay attention, reflect the people's petitions to relevant agencies and monitor and track the handling direction.

Compensation is the biggest bottleneck

Speaking to voters, Vice Chairman of Thu Duc City People's Committee Nguyen Ky Phung said that he acknowledged the comments on compensation prices related to the Ring Road 3 project and will send them to the city's Appraisal Council.

According to Mr. Phung, most of the projects are behind schedule due to land clearance issues (accounting for more than 90%). If the gap between the people and the government is closer in terms of compensation, the project will be completed faster and vice versa.

“When I returned to Thu Duc City for work, this was the biggest bottleneck,” Mr. Phung admitted about the problem of land clearance.

According to Mr. Phung, previously the Department of Natural Resources and Environment was the unit assigned to establish the Land Valuation Council. However, after Resolution 98 was passed by the National Assembly, the land valuation was assigned to Thu Duc City.

"Therefore, I will record the opinions of voters about the Ring Road 3 project and forward them to the Thu Duc City Appraisal Council for consideration," Mr. Phung pledged.

In further discussion with voters, National Assembly member Vu Hai Quan (Director of Ho Chi Minh City National University) said that in many meetings with voters, he recorded their feedback on compensation prices related to the Ring Road 3 project and forwarded them to the Ho Chi Minh City government.

However, Mr. Quan suggested that voters should send more specific petitions so that the National Assembly delegation can receive and forward the petitions to the Ho Chi Minh City government, and at the same time monitor and supervise the handling direction.

Regarding voters' feedback related to the Thu Thiem New Urban Area, Mr. Vu Hai Quan said that almost everyone knows about this incident, even former President Nguyen Xuan Phuc had met and listened to the people.

“I say this to tell the people of Thu Thiem that the Party and the State are aware of and listen to the people’s feedback. However, the remaining issue is how to handle it appropriately,” said Mr. Quan.

He also said that in this incident, someone must take responsibility and handle it decisively and reasonably for the people.

As a National Assembly deputy, Mr. Quan pledged to send voters' petitions to responsible people, and at the same time monitor and track how their petitions are handled.
