This issue was raised by voters at the meeting with voters of Hoc Mon district of the National Assembly delegation (NA) of Ho Chi Minh City, Unit 10 on the morning of October 4, before the 8th session of the 15th National Assembly.
Attending the meeting with voters were Ms. Nguyen Thi Le, Chairwoman of the Ho Chi Minh City People's Council; Major General Phan Van Xung, Political Commissar of the Ho Chi Minh City High Command.
At the meeting, voters of Hoc Mon district proposed 18 opinions revolving around education issues, traffic infrastructure projects, land price list construction...
Ms. Phan Thi Tuyet Anh, a voter in Hoc Mon town, commented on the situation of overcharging for fees at the beginning of the school year.
"Every year, at the beginning of the school year, localities direct the implementation of fees at the beginning of the school year. However, I see that there are still cases of illegal fees being collected, causing frustration for parents. I think the school board and the head of the school must take responsibility for allowing illegal fees to be collected, to avoid this situation from continuing," Ms. Tuyet Anh suggested.
Ms. Phan Thi Tuyet Anh, a voter in Hoc Mon town, expressed concern about the situation of overcharging at the beginning of the school year.
Regarding this issue, responding to voters' opinions, Ms. Nguyen Thi Le, Chairwoman of the Ho Chi Minh City People's Council, stated that it is necessary to determine whether there is any overcharging in Hoc Mon District and the responsibility for management and handling belongs to the Department of Education and Training of Hoc Mon District. Ms. Le also sympathizes and shares the voters' concerns when overcharging has been recorded nationwide in the past. The Chairwoman of the Ho Chi Minh City People's Council requested that the Hoc Mon District education sector publicly and clearly report the results of inspections and checks from the beginning of the school year to see if there is any overcharging in the district, because this is the prestige and honor of the district's education sector.
Mr. Le Van Giang, a voter of Tan Hiep commune, reflected and made recommendations about the traffic order situation on Duong Cong Khi street (from Hong Chau intersection towards Tan Hiep commune People's Committee). According to Mr. Giang, every day, the traffic volume from the provinces passing through this street is very high.
"Recently, the continuous traffic jams at the intersection of Le Loi - Duong Cong Khi leading to National Highway 22 have made people feel very insecure when traveling by two-wheeled vehicles on this road. Recently, the authorities have banned trucks from Le Loi Street going straight to National Highway 22 from 3-6 pm every day. Although the situation has improved, it has not been as effective as expected. We recommend that competent authorities pay attention to this issue, promptly invest in the drainage system, and upgrade and expand Duong Cong Khi Street," Mr. Giang suggested.

Regarding the construction progress of Ring Road 3, this voter suggested that it is necessary to strengthen the supervision of construction units to speed up the completion of the project according to the prescribed time. In addition, Mr. Giang said that the compensation price for the clearance of the Ring Road 3 project through Tan Hiep commune is still low compared to the general level, suggesting that it is necessary to set a more reasonable compensation and support level.
Responding to voters' opinions, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le said that the proposal to upgrade Duong Cong Khi Street was also reflected in the voter meeting. Therefore, in the recent resolution of the Ho Chi Minh City People's Council to supplement capital for the medium-term public investment project for the period 2026 - 2030, there is also a project to repair this road. According to Ms. Le, the remaining issue is how the locality will implement it to ensure the prescribed progress and ensure travel for the people.
