Reporting on the process of developing the Project to rearrange and reorganize commune-level administrative units in Dien Bien province and the results of collecting opinions from people throughout the province, comrade Nguyen Tien Dat, Director of the Department of Home Affairs of Dien Bien, said: Based on the Project to rearrange and reorganize commune-level administrative units in Dien Bien province, which has been approved by the Standing Committee, Dien Bien province will have 45 units (communes and wards) after the rearrangement; reducing 84 units (achieving a reduction rate of 65.1%), from April 18 to 22, districts, towns and cities in the province organized to collect voters' opinions on the rearrangement and reorganization of commune-level administrative units.
The results of the voter consultation at the grassroots level were 112,060/132,477 voters participating (84.59%); the number of voters agreeing with the arrangement plan was 110,131 voters (83.13%/total voters); the number of voters disagreeing with the arrangement plan was 2,045 voters (1.54%/total voters) and 36 opinions and recommendations on other issues such as: location of the office, name of the new commune-level administrative unit, arrangement plan.

Based on the summary report, the leaders of districts, towns and cities basically agreed with the plan to receive and explain the opinions and recommendations of the people on the policy of rearranging commune-level administrative units in Dien Bien province. Chairman of the Provincial People's Committee Le Thanh Do requested that the Department of Home Affairs receive the opinions of the leaders of departments and branches at the meeting; urgently complete the plan and the proposal for rearranging and reorganizing commune-level administrative units so that the Provincial People's Committee Party Committee can report to the Standing Committee and the Standing Committee of the Provincial Party Committee on the morning of April 23.
Comrade Le Thanh Do, Chairman of the People's Committee of Dien Bien province, also requested that the People's Committees of districts, towns and cities need to do a good job of propaganda, mobilization and persuasion of people to agree with the arrangement plan, name and location of the new commune People's Committee headquarters after the arrangement according to the principle of "both ensuring the most convenience for people and creating room for socio-economic development for the new administrative unit".
Regarding the people's opinions on some proposals to locally adjust administrative boundaries to suit living conditions and implement administrative procedures after the rearrangement, comrade Le Thanh Do affirmed that the province has taken note and will conduct a comprehensive review of the implementation after completing the plan to rearrange and reorganize commune-level administrative units.
According to the plan, from April 23 to 25, districts, towns and cities will organize People's Council meetings at all levels to approve and issue resolutions on plans to rearrange and reorganize commune-level administrative units; then send them to the Provincial People's Committee (through the Department of Home Affairs no later than noon on April 25) so that the Provincial People's Committee can report to the Standing Committee and the Standing Committee of the Provincial Party Committee, ensuring the set time and progress.
