Policy recommendations

At the conference, Ms. Cao Thi Chon Tam - Principal of Phuoc Nang Primary and Secondary School (Phuoc Nang Commune) said that in recent years, the school's staff and teachers have enjoyed benefits according to Decree 76 of the Government on policies for cadres, civil servants, public employees, and workers in areas with particularly difficult conditions.

However, in the near future, the locality will reach the new rural finish line, move from commune area III to commune area I and stop enjoying policies for communes in especially difficult areas.

"In a mountainous commune like Phuoc Nang, living conditions are still difficult even though it has reached the new rural destination. In addition, attracting teachers who have graduated from school to teach in the mountains but only receive the same salary as in the plains will be very difficult.

Therefore, I hope the National Assembly and the province will study and have a special policy mechanism for cadres in mountainous communes that have reached the new rural finish line to suit the actual situation," said Ms. Tam.

Voter Ho Thi Le (Phuoc My commune) said that the support level for repairing and building new houses for policy families is still too low. Compared to current prices, the support level of 30 million VND for repairing and 60 million VND for building new houses is not feasible.

Ms. Le proposed increasing the support level or creating conditions for people to access preferential interest rate loans to be able to carry out the temporary housing elimination according to the province's general policy.

"The policies for village cadres are still low, not enough to encourage cadres to participate in professional work, especially difficult for large areas such as mountainous areas. Retired cadres who receive daily newspapers wish to receive radio instead because they are old and have poor eyesight, making it difficult to read newspapers" - Ms. Le shared.

Voters also made recommendations on a number of issues related to policies for preschool teachers; vocational training for local workers; retirement age for forest rangers; recognition of martyrs for two officials in Phuoc Loc commune who died while participating in rescue work in a landslide in 2020...

Traffic safety must be ensured during construction.

Voter Ho Thi Dat (Phuoc Nang commune) informed that the district is currently implementing a project to repair Ho Chi Minh road and National Highway 14E. However, the construction is slow, lacking warning equipment and people to support and guide traffic.

The weather in Phuoc Son has been rainy recently, so many construction sites have been abandoned or interrupted, making it especially dangerous for vehicles traveling on winding roads.

Ms. Dat said: "Because there is no guide, there are long repair sections, many trucks have limited visibility and have to reverse into narrow sections of road, which is very dangerous.

In 2023, a truck backed up to avoid another truck passing, causing a collision with a motorbike behind, killing the victim on the spot. There are many other large and small collisions that have occurred continuously in the area related to the National Highway 14E repair project."

Regarding this project, Mr. Le Quang Trung - Chairman of Phuoc Son District People's Committee said that Ho Chi Minh Road and National Highway 14E section passing through the district are continuously degraded, after one place is repaired, another place is damaged, so the prolonged repair makes local people upset.

In addition, currently, the management units set the traffic safety corridor boundary at 10 - 15m from the inner edge of the drainage ditch, but it affects the area of ​​cultivated land, garden land, and houses of the people without a compensation plan for site clearance.

"Many people want to continue growing crops, building fences and gates on their own land, but are not allowed because they are considered to encroach on the traffic safety corridor.

This has made people angry and they have repeatedly reported and petitioned local leaders. Therefore, we hope that the Provincial National Assembly Delegation will consider petitioning units to have a plan for compensation and site clearance," said Mr. Trung.

At the conference, leaders of the Department of Transport, Department of Labor, Invalids and Social Affairs, Department of Natural Resources and Environment... responded to voters' comments and recommendations. Regarding recommendations beyond their authority, delegate Duong Van Phuoc - Deputy Head of the Provincial National Assembly Delegation acknowledged and said that he would summarize and propose to higher authorities for consideration.

"The provincial National Assembly delegation will bring issues related to traffic projects in the district; policies for preschool teachers; officials who died in the landslide in Phuoc Loc; attracting business investment to mountainous areas... to the upcoming 8th Session of the 15th National Assembly for relevant agencies and ministries to address," said delegate Duong Van Phuoc.
