On the morning of September 30, within the framework of the Vietnam Technology and Innovation Connection 2024 event co-organized by the Hanoi People's Committee and the Ministry of Science and Technology, the Hoa Lac High-Tech Park Management Board organized the High-Tech Investment Promotion Forum.
The forum is an activity in a series of activities to celebrate the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024). The event is organized to strengthen connections, expand the network of partners to continue calling for and attracting new investment projects in line with the criteria and development orientation of Hoa Lac High-Tech Park as well as improve the effectiveness of information and image promotion activities of Hoa Lac High-Tech Park, at the same time, providing information on new policy mechanisms on Hoa Lac High-Tech Park stipulated in the amended Law on the Capital.
Speaking at the opening of the Forum, Ms. Phan Thi My, Acting Head of the Hoa Lac High-Tech Park Management Board, said that Hoa Lac High-Tech Park with an area of 1,586 hectares has so far cleared 90% of the area with modern and synchronous technical infrastructure; has established a special policy environment and attracted a number of leading domestic and international technology corporations to invest in high technology and advanced technology.

Hoa Lac Hi-Tech Park has produced high-tech products, contributing to meeting the domestic and regional markets, annually supplying the market with thousands of high-quality workers, starting to form a chain of links between training-research-production, establishing a technological innovation environment with training centers, research and development, and innovation. At the same time, Hoa Lac Hi-Tech Park has initially made a positive contribution to the socio-economic development of the country in general and of Hanoi City in particular. The total number of projects attracted to Hoa Lac Hi-Tech Park to date is 108 investment projects (including 93 domestic projects and 15 foreign investment projects), with a total registered investment capital of about 116,000 billion VND.
Ms. Phan Thi My emphasized that the important legal corridor for the development of Hoa Lac High-Tech Park in the coming time is the amended Law on the Capital No. 39/2024/QH15, which was passed by the 15th National Assembly, 7th session on June 28, 2024.
Accordingly, Article 24 has identified Hoa Lac High-Tech Park as an area for research, development, testing, application of high technology, training of high-tech human resources, production of high-tech products and key innovation of the country and the Capital; as a testing and pilot site for mechanisms and policies for the development of high technology and high-tech zones nationwide, aiming to become a modern scientific city in the future.
To achieve the goal of developing the City's high-tech zones, focusing on the Hoa Lac High-Tech Zone, the revised Law on the Capital has stipulated many outstanding mechanisms and policies such as: Strong decentralization of authority to the Management Board to implement the on-site one-stop mechanism, thereby helping investors carry out administrative procedures in the fastest and simplest way; Investment projects and operations in the City's high-tech zones are subject to the highest incentive mechanisms and policies and investment support according to the provisions of law; assigning the City People's Council to stipulate mechanisms, policies, and incentive measures to attract high-tech human resources to work in high-tech zones and promote innovation activities in high-tech zones; developing housing for people working in high-tech zones.
At the Forum, Mr. Nguyen Trung Chinh, Chairman of the Board of Directors of CMC Technology Corporation, said that CMC plans to build the CMC Creative Space Hoa Lac Research and Innovation Complex with a total investment of more than VND 2,000 billion. Currently, CMC is promoting procedures to soon start this project.
"This is a very important project of CMC spanning across provinces and cities in the strategy of turning Vietnam into a Digital Hub, a center for providing digital data in the region and globally," said Mr. Nguyen Trung Chinh.
In addition, last September, CMC also launched a strategy on AI transformation. To implement the strategy, building digital infrastructure is essential and CMC's project in Hoa Lac is one of the important components in establishing digital infrastructure.
Mr. Nguyen Trung Chinh said that the revised Law on the Capital will create a breakthrough in attracting investment to Hoa Lac High-Tech Park.
Also at the Forum, the Hoa Lac High-Tech Park Management Board organized the signing of a Cooperation Agreement with the Investment Information and Consulting Center (Invest Global) under the Association of Foreign Investment Enterprises to expand and enhance investment promotion activities in the Hoa Lac High-Tech Park.
