The Traffic Police Department of the Ministry of Public Security is consulting on the development and completion of a draft Decree regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points and restoration of driving license points.
In this fourth draft, the drafting agency plans to increase the penalties for some groups of violations related to traffic rule violations and many groups of violations that are direct causes of traffic accidents.
In one month, more than 450 parents and car owners in Hanoi were punished for giving their cars to unqualified drivers.
Notably, the latest draft proposes to increase administrative penalties for the act of handing over a vehicle to an unqualified person by five times, from the old fine of 4-6 million VND to a new fine of 28-30 million VND.

During the implementation process, in addition to propaganda and warnings, the traffic police also focused on handling violations such as: driving without a driver's license; not wearing a helmet; carrying more people than the prescribed number; not obeying traffic light signals...
"In particular, focus on handling certain behaviors such as handing over vehicles to unqualified drivers, handing over vehicles to young people who gather to cause public disorder, and driving erratically," the Traffic Police Department emphasized.
After about a month of deployment, the task force in many localities recorded that a number of parents still did not pay attention to managing and educating their children, and freely gave their children vehicles even though they knew their children were not qualified to drive.
As in Hanoi, from October 10 to 28, traffic police and other units handled over 7,600 cases of students violating traffic laws, temporarily impounding 3,495 vehicles of all kinds. Of these, 6,600 cases were for not wearing helmets and nearly 1,400 students were driving motorbikes when they were not qualified.
Notably, traffic police directly handled over 450 cases of parents and vehicle owners handing over their vehicles to unqualified drivers. This is one of the direct causes of traffic accidents, gatherings of drivers weaving and swerving.

The Traffic Police Department found that the results of the campaign in the past peak month also accurately assessed the current situation of awareness, law compliance, use of means of transport, common violations of school-age children, and the transfer of vehicles to unqualified drivers.
