According to the representative of the Hoan Kiem District Construction Investment Project Management Board, the selection of the location for the Km0 milestone was carried out by the Hoan Kiem District People's Committee on the basis of careful research, consultation with experts and scientists, and organizing a design competition to find the optimal solution.

According to this person, the Km0 milestone will not only be a construction that determines the starting point of routes, to calculate the distance from Hanoi to other localities, but also an important cultural, historical and tourist symbol of Hanoi.
At the same time, it contributes to enriching the experience for people and tourists when coming to Hoan Kiem Lake.
The winning design was created by young lecturers from the Hanoi University of Architecture. The design is called “Gate of Light” and is located in the front yard of the Ly Thai To Monument.
This group of authors designed the Km 0 symbol as a flat surface, with a modern, minimalist, yet sophisticated visual language.
The highlight of the design is the use of 3D hologram technology, a technology that creates three-dimensional images using light to create a virtual “gate” of light in the area. Depending on different times or events, the image can be adjusted accordingly.
According to the design, the milestone is a square bronze plate cast in one piece, 6 cm thick, 4 m2 in size. The focal point is the central square with the symbol of Hanoi Capital.
The Km0 milestone will be placed in front of the statue of King Ly Thai To (Hoan Kiem district). The decorative motifs are stylized from the treasure trove of traditional motifs with high generality, representing the image of nature and people of Vietnam.
In the lighting part of the building, when the daylight is still bright enough, the 3D Hologram projector will project the image of the Hanoi City logo on the bottom of the glass panel.
At night, the projector will project a 3D Hologram image onto the space above the bronze relief.
Previously, in 2020, Hoan Kiem district conducted research and consulted with experts and scientists to propose a location for Km0 that is suitable for the culture and history of Hanoi capital and organized a design competition for the Km0 milestone (part of the Investment Project to build, renovate and embellish the area around Hoan Kiem Lake).
