In compliance with the request of the State Audit, Vietnam Electricity Group and Southern Power Corporation, with the goal of implementing digital transformation in production and business activities, while continuously improving the quality of customer service, Binh Thuan Power Company will change the meter reading schedule of electricity customers to the end of the month.
The implementation has a roadmap for each customer group and each area, ensuring adequate technical infrastructure conditions, as well as being suitable for the actual situation of installing electronic meters for electricity customers.
Initially (from September 2022 to November 2022), Binh Thuan Power Company has implemented the program for customers with dedicated transformer stations; In 2023, it will continue to implement it for customers at public transformer stations (including customers buying electricity for domestic use and customers buying electricity for non-domestic use) who have installed electronic meters with remote data collection reaching 100% (or nearly 100%). Specifically: Binh Thuan Power Company has changed the meter reading schedule to the last day of the month in July 2023 for 38,955 customers, September 2023: 58,176 customers and continuing in October 2023, it will implement it for 30,128 customers in the following areas:

In the month of changing the meter reading schedule: The electricity output used by customers during the period corresponding to the current meter reading schedule will be calculated together with the electricity output used by customers from the current meter reading date to the end of the month to be issued in 01 electricity bill. Electricity bills are calculated based on the electricity output recorded on the meter according to the actual time of use and the electricity price according to regulations. For customers purchasing electricity for domestic purposes (applying the step-by-step electricity price), the electricity usage rate of each step is adjusted according to the actual number of days of electricity use in the meter reading period (according to the provisions of Clause 5, Article 1 of Circular No. 09/2023/TT-BCT dated April 21, 2023 of the Ministry of Industry and Trade) , thus ensuring full rights of electricity customers. Information on the number of days of use, electricity consumption and electricity price is shown on the Electricity Bill, Detailed List of Electricity Bills.
From the month following the month of changing the meter reading schedule : The customer meter reading schedule is performed on the last day of the month. The electricity consumption and monthly electricity bill will be calculated for the entire month (from the 1st to the last day of the month).
Changing the meter reading schedule to the last day of the month not only ensures full customer rights but also makes it convenient for customers to easily remember the meter reading date, easily check and monitor the meter reading and electricity consumption according to the correct number of days of use in the month (from the 1st to the last day of the month) and proactively plan monthly electricity payments. In addition, it also helps the Electricity industry ensure proper implementation of the principle of accounting for electricity sales revenue in accordance with accounting costs.
