Since the beginning of 2023, the hydrology of Ham Thuan hydropower reservoir has been unfavorable when the water level at the beginning of the year is 4.9m lower than the normal water level, corresponding to a water shortage of 23% compared to the useful capacity. In order to ensure water supply for agricultural production in the downstream areas of Ham Thuan and Da Mi hydropower reservoirs in the dry season of 2023, from the beginning of the year, DHĐ Company has proactively worked with Duc Linh and Tanh Linh districts, the Department of Agriculture and Rural Development (DARD) of Binh Thuan province to agree on a water supply plan for agricultural production and local people's lives. In addition, the Company has proactively coordinated with the National Power System Control Center to mobilize generators to meet local water needs.

In order to ensure water supply for agricultural production during the peak dry season and the remaining dry season of 2023, on May 17, 2023, DHĐ Company proactively worked with the Department of Agriculture and Rural Development, the Irrigation Sub-Department of Binh Thuan province and Binh Thuan Irrigation Works Exploitation Company Limited to evaluate the results of water supply in the Winter-Spring crop 2022 - 2023 and agree on the water supply plan for the Summer-Autumn crop 2023.
According to the local assessment results, in the first 4 months of 2023, DHĐ Company has fully met the water demand in the downstream. The parties have agreed on a water supply plan for the last months of the dry season and the remaining time of the dry season in 2023. The water supply plan is agreed on the basis of the current water capacity of the reservoir with the forecast flow to Ham Thuan reservoir in the remaining months equal to 50% of the average flow of many years and based on the water demand in the downstream of Tanh Linh and Duc Linh districts at the peak production period of the Summer-Autumn crop in 2023 in the situation of severe heat and drought.
From the downstream water supply plan in the last months of the dry season, DHĐ Company will coordinate with the National Power System Control Center to operate Ham Thuan - Da Mi generators to ensure downstream water supply flow according to plan, and at the same time closely coordinate with Tanh Linh, Duc Linh districts and Binh Thuan Irrigation Works Exploitation Company Limited to update the hydrological situation and rainfall in the downstream basin of Tanh Linh and Duc Linh districts, adjust the daily operation plan to ensure effective use of the remaining water resources until the drought ends.

It is likely that from May to July 2023, the peak of the hot season will be the period when the demand for water in the downstream will increase, the load will increase, and the power system will face many difficulties in supplying electricity. DHĐ Company is making efforts to synchronously implement solutions to both ensure water supply for the downstream and complete the production tasks assigned by Vietnam Electricity Group and Power Generation Corporation 1.
