On October 26, Ms. Rmah H'Be Net - Chairman of the People's Committee of Chu Se district, Gia Lai province - said that she had requested Chu Se Water Supply Joint Stock Company to promptly resolve the problems with Vietcombank and the electricity industry to ensure adequate water supply for local people.
Previously, Mr. Le Vinh Thinh - representative of Chu Se Water Supply Joint Stock Company - reported to the District Party Committee and People's Committee of Chu Se district a "rare" incident. That is, Vietcombank took money from the company's account and "transferred it somewhere". When people paid water bills into the company's Vietcombank account, all the money was deducted from September 22, 2023 to present.
The bank's deduction of money from the account caused Chu Se Water Supply Joint Stock Company to have no money to pay electricity bills and VAT debts, unable to issue water bills to customers, and unable to maintain water supply for people.
Mr. Thinh requested the District Party Committee and People's Committee of Chu Se district to intervene to recover the lost money in the account so that the factory has funds to pay the electricity bill, otherwise the power will be cut off.
According to Ms. Rmah H'Bé Net - Chairman of the People's Committee of Chu Se district, the temporary suspension of water supply has greatly affected the daily life of people as well as production activities. According to the announcement, from 4:00 p.m. on October 18, Chu Se Water Supply Joint Stock Company will temporarily suspend water supply in: Chu Se town, H'Bông commune, Ayun commune, Dun commune, Ia Pal commune, Ia Blang commune and Kong Htok commune with thousands of households...
In response to the above incident, Chu Se district proposed that the Gia Lai Provincial People's Committee consult with Gia Lai Electricity Company, directing Chu Prong Electricity Company to create favorable conditions for Chu Se Water Supply Joint Stock Company to maintain operations while waiting for the problem with the bank to be resolved. (This Water Supply Company uses electricity from Chu Prong Electricity Branch).
Chu Se Water Supply Joint Stock Company must maintain water supply to households and at the same time completely resolve problems with banks and Electricity according to regulations.
Chu Se Water Supply Joint Stock Company opening a credit account at Vietcombank is a civil credit legal relationship, not under the jurisdiction of the District People's Committee. When a dispute arises, the two parties will clarify the cause and negotiate a resolution or file a lawsuit in court to resolve it according to the law.
In case of signs of criminal law violation, Chu Se Water Supply Joint Stock Company is requested to submit a report to the police agency for investigation and handling according to regulations.
According to Chu Prong Electricity (Gia Lai Electricity Company), Chu Se Water Supply Joint Stock Company owes more than 41 million VND for electricity used in September that this unit provided. Failure to pay the electricity bill is a violation of the electricity contract, so after October 20, if this company still does not pay the electricity bill, Chu Prong Electricity will stop supplying electricity.
Currently, the Gia Lai Provincial Tax Department is implementing measures to freeze three bank accounts of this company. According to statistics as of September 30, the tax debt that this company still owes is more than 154 million VND, of which, more than 98 million VND is overdue and must be enforced.
Gia Lai Provincial Tax Department has forcibly withdrawn money from the bank account of Chu Se Water Supply Joint Stock Company twice, with the amount of 68 million VND. The application of measures to forcibly withdraw money from the account and freeze the account is in accordance with the provisions of Point a, Clause 1, Article 125 of the Law on Tax Administration.
