The work of building land database in Quang Nam has not had many changes.

The meeting aimed to listen to the Department of Natural Resources and Environment and localities report on the results of the implementation of the Project on building a cadastral records system and land database in the province and the Project on measuring, establishing cadastral records, and granting certificates of land use rights (CNQSD) for forestry land in 9 mountainous districts in the period of 2021 - 2026 according to Resolution No. 07, dated January 13, 2021 of the Provincial People's Council (referred to as Project 07).

Only 37.3% progress achieved

According to the report of the Department of Natural Resources and Environment, the general objective of the Project to build a land records system and land database in the province is to complete the survey work with an area of ​​220,256 hectares/241 communes, wards and towns in the province; to issue new and exchange land use right certificates for 933,109 records in 241 communes, wards and towns.

The project is implemented in 2 phases. Phase 1 from 2011 in communes of 5 districts and cities: Nui Thanh, Thang Binh, Que Son, Duy Xuyen, Tam Ky; to date, it has been completed and put into operation and use in 48 communes and wards.

Phase 2 of the project will carry out all items from design survey, project estimate to final product delivery in the remaining 13 districts, towns, cities and communes that have not yet implemented phase 1 of the 3 districts of Thang Binh, Duy Xuyen, and Que Son.

Up to now, 78 communes have been surveyed and mapped with an area of ​​about 82,212/220,256ha, reaching 37.3%; total number of registered and granted certificates of 596,077 plots; land database of 78 communes, total 1,007,641 plots. Total funding requirement for project implementation in 2024 - 2026 is 515.1 billion VND.

For Project 07, up to now, the People's Committees of the districts have approved the technical design and estimated budget of about 104.5 billion VND. Nine mountainous districts have deployed the survey and registration work for 31/85 communes with a survey volume of 25,725ha/98,818ha (reaching 26%); approved cadastral map products for 10 communes; declared, registered and issued land use right certificates for about 9,369/57,046 records, reaching 16.42%.

At the meeting, the district People's Committee reported on the implementation results, difficulties and obstacles, and proposed and recommended many related contents. The difficulties come from many other reasons such as physical facilities, land records; professional capacity of civil servants, consulting units for technical design - cost estimates...

Immediately establish district-level steering groups.

Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh assessed that although localities and units have made great efforts in implementing the project of building a land records system, land database and Project 07, the changes have not been significant. On that basis, the Provincial People's Committee criticized units and localities for not ensuring the content and progress as required.

Comrade Phan Thai Binh requested that in the coming time, localities should uphold their spirit and responsibility in implementing related contents. In particular, it is necessary to immediately establish steering groups to implement the Project on building a land records system and land database in the province and Project 07, with the leader of the district People's Committee as the head of the group.

The teams are responsible for reviewing all work to synthesize and advise the District People's Committee to develop a specific implementation plan according to the content, implementation roadmap, completion time and implementation costs, and report to the Department of Natural Resources and Environment before August 30, 2024.

The Department of Finance will advise on funding for implementation according to progress; the locality that does it first will be funded first, the locality that is slow will be responsible for the funding.

Localities review and promptly report any problems so that the Department of Natural Resources and Environment and the Department of Finance can proactively provide timely guidance. At the same time, they are responsible for reporting on their budget design and construction for the Department of Natural Resources and Environment to appraise; widely inform households and individuals to proactively declare and register for land records...

Comrade Phan Thai Binh requested that on the 10th of every month, localities synthesize reports to the Department of Natural Resources and Environment on the situation, progress of implementation, difficulties and proposals related to the 2 projects and proposals; on the 15th of every month, the Department of Natural Resources and Environment synthesizes reports to the Provincial People's Committee for monitoring.
