Emulation and reward work has served well the political tasks of the province, agencies, units and localities.

On the morning of December 12th, the Provincial Emulation and Commendation Board held a conference to summarize emulation and commendation work in 2024 and to implement tasks for 2025.

Following President Ho Chi Minh 's teachings, "Emulation is patriotism, and patriotism requires emulation," and "The more difficult the situation, the more we must compete," the Emulation and Commendation Board of the Department of Internal Affairs has advised the Provincial Party Committee and the Provincial People's Committee to promptly direct the organization and implementation of emulation movements launched by the Central Government; and to continue implementing solutions to innovate and improve state management of emulation and commendation; and to innovate and improve the quality of emulation and commendation work in the province.

In implementing Directive No. 19/CT-TTg dated July 16, 2021, of the Prime Minister on launching emulation campaigns to successfully fulfill annual socio-economic development tasks and the 5-year plan (2021-2025) according to the Resolution of the 13th National Congress of the Party, the Emulation and Commendation Board of the Department of Internal Affairs has advised the Provincial People's Committee to issue a plan for implementation, organize and promote patriotic emulation movements to strive for the successful achievement of the targets set forth in the Resolution of the 19th Provincial Party Congress, term 2020-2025; and directed Party committees and authorities at all levels in the province to focus the content of emulation on the implementation of political tasks of localities and units. Implementing the resolutions of the Party committees at all levels in conjunction with promoting the "Study and follow the thoughts, ethics, and style of Ho Chi Minh" campaign in accordance with the spirit of Directive No. 05-CT/TW dated May 15, 2016, of the Politburo (12th term); continuing to promote administrative procedure reform, contributing to improving the effectiveness and efficiency of state management, and the effectiveness of the leadership and operation of the government at all levels, especially at the grassroots level. Advising the province to promptly and effectively implement the emulation movements launched by the Prime Minister in the province, such as: "The whole country joins hands to build new rural areas"; "For the poor - no one left behind"; "Cadres, civil servants, and public employees compete to implement workplace culture"; "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste"; "Promoting administrative reform in the province"; Plan for organizing the 2024 Lifelong Learning Week in the province...

Deputy Head of the Emulation and Commendation Committee Nguyen Thi Huong presented the report summarizing the emulation and commendation work in 2024 and the direction and tasks for 2025.

Emulation movements have always received enthusiastic support and participation from collectives and individuals, creating strong momentum for development and promoting dynamism and creativity in carrying out assigned tasks. The awarding of commendations is carried out in accordance with regulations, promptly, openly, transparently, and appropriately, with high persuasiveness and widespread impact, effectively serving the political tasks of the province, agencies, units, and localities.

However, alongside the achievements, there are still some shortcomings, limitations, and issues that need to be considered and resolved with frankness, a constructive attitude, and innovation, thereby achieving more substantial and powerful changes in the future.

Building on the achievements, in 2025, the Emulation and Commendation Board of the Department of Internal Affairs will advise the Provincial Party Committee and the Provincial People's Committee to continue to thoroughly understand and strengthen leadership, guidance, and dissemination of Ho Chi Minh's ideology on patriotic emulation; the policies, laws, and regulations on emulation and commendation, focusing on the Law on Emulation and Commendation and its detailed implementation documents. At the same time, it will continue to launch new emulation movements with the motto: practical, closely adhering to assigned political tasks, linked to studying and following Ho Chi Minh's ideology, ethics, and style, creating breakthroughs to complete the targets and tasks set by the Party Congresses at all levels and the 5-year plan (2021-2025). It will also promote emulation movements to achieve outstanding results in chào mừng the Party Congresses at all levels, leading up to the 14th National Congress of the Party...

At the conference, after hearing the Draft Report summarizing the emulation and reward work in 2024 and the direction and tasks for 2025; guidance on implementing Decision No. 68/2024/QD-UBND dated October 29, 2024 of the Provincial People's Committee promulgating regulations on emulation and reward work in Thanh Hoa province (replacing the old Decision No. 33), Guidance No. 937/HD-SNV dated November 14, 2024 of the Department of Interior Affairs on organizing emulation clusters and groups; and especially the draft guidance on scoring emulation and reward work, the delegates focused on exchanging, discussing, and contributing ideas to further deepen the achievements, limitations, weaknesses and causes (especially subjective causes); and sharing good experiences, creative and effective methods in implementing tasks. At the same time, analyze and propose tasks and solutions that need to be focused on in order to achieve and excel in fulfilling the goals and tasks set for the coming year.
