Today, in an exciting atmosphere filled with solidarity; I am very pleased to join the leaders and former leaders of Thanh Hoa province to attend the 15th Congress of the Vietnam Fatherland Front of Thanh Hoa province, term 2024-2029. This is an important event in the political life of the province, affirming the position, role and noble mission of the Fatherland Front organization for the development of the province. This very meaningful event, held right on the occasion when the Party Committee, government and people of all ethnic groups in our province are striving to compete to achieve many achievements towards the 94th anniversary of the founding of the Provincial Party Committee (July 29, 1930 - July 29, 2024), is even more meaningful.

Continuing and promoting the achievements and results of many previous periods; in the 2019 - 2024 term, closely following the orientation of the Central Committee of the Vietnam Fatherland Front, under the leadership and direction of the Provincial Party Committee and Party committees at all levels, the close and effective coordination of the government, departments, branches and organizations; The Fatherland Front at all levels in the province has constantly innovated the content and methods of operation, synchronously, drastically and effectively implemented the goals, tasks and solutions, completing and exceeding 12/12 targets of the Congress. Notably: The work of propaganda, mobilization, gathering all classes of people to participate in implementing the Party's guidelines and policies, the State's policies and laws has been promoted; methods and approaches have been innovated in the direction of best approaching the people and the objects that need propaganda. Attention has been paid to the application of information technology in propaganda work; Through websites, social networks, etc., the Front system at all levels has shared information, interacted and propagated, focusing on issues related to people's rights, solidarity among ethnic groups, between religions, etc. for the goal of building a prosperous, happy, civilized and beautiful homeland and country.
Patriotic emulation movements and campaigns have been widely and strongly implemented, attracting the participation of many classes of people. In the past 5 years, the campaigns: "All people unite to build new rural areas and civilized urban areas", "All people unite to build a cultural life", "Vietnamese people prioritize using Vietnamese goods", etc. have been organized and implemented methodically, closely, and resolutely, bringing about practical results. Social security work has been strengthened; many practical and meaningful activities have been organized. The Front is always a trusted address, a warm "common home", united with close-knit hearts of benevolent hearts and noble gestures, thereby spreading the spirit of patriotism, mutual love and mutual assistance in the community to join hands to help the poor and people in difficult circumstances. In addition to continuing to promote the movements "For the poor, no one is left behind", "Peak month for the poor",... The Fatherland Front at all levels has promoted its core role, mobilizing the strength of the great national unity bloc to actively respond and participate in the successful implementation of the Campaign to support housing for people living on the river; at the same time, advising the Provincial Party Standing Committee to launch the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years of 2024-2025.
In particular, in the context of the complicated developments of the COVID-19 pandemic; the Fatherland Front has coordinated with all levels and sectors to systematically and drastically implement the Strategy for safe and flexible adaptation, effectively controlling the COVID-19 pandemic; proactively, creatively, and actively mobilizing philanthropists and people from all walks of life to join hands to support hundreds of billions of VND and many medical equipment and supplies to support the work of preventing and fighting the pandemic. In the moments when the pandemic is complicated, dangerous, and unpredictable, along with proactive measures to welcome the children of the homeland from the epidemic areas back to safe areas, the Fatherland Front has closely coordinated with the functional forces of the province to carefully prepare conditions to receive workers and people entering the country; At the same time, mobilize the people in the province to promote the spirit of "Mutual love and support" and the precious tradition of "People in the same country must love each other" , actively participate in supporting in cash and kind to add strength to the people of other provinces and cities to fight the epidemic, worthy of being the "great rear" with the "great frontline". The mobilization, reception, management and use of funds of the Fatherland Front at all levels are always public, transparent, in accordance with the law and go to the right subjects in need of support.
Along with continuing to effectively implement emulation movements and campaigns, the Fatherland Front has well organized activities on major events of the homeland and the country, especially activities on the occasion of the National Great Unity Day in residential areas every year, creating solidarity, unity, a joyful and exciting atmosphere among the people, truly a festival for all people; at the same time, proactively participating in building the political system, especially building a clean and strong Party and government. Strengthening social supervision and criticism activities, contributing many ideas for Party committees and authorities at all levels to amend, supplement and improve the effectiveness of implementing policies and guidelines in the locality; actively participating in resolving conflicts among the people, mobilizing people to build safe residential areas in terms of security and order, cultural residential areas, etc., truly a solid "bridge" in the close relationship between the Party, the State and the people. Through the work of the Front, many Front cadres have matured and become leaders and managers of the province and localities, agencies and units.
The results and achievements that the Fatherland Front at all levels achieved in the past term continue to affirm the important position of the organization in social life, directly contributing to the successful completion of political tasks and common achievements of the Party Committee, government, and people of all ethnic groups in the province; thereby consolidating and enhancing the people's trust in the Party Committee and government, creating a unified will between the Party and the people.
On behalf of the Provincial Party Executive Committee, I highly appreciate, warmly commend, congratulate the achievements and results and sincerely thank the contributions of the Fatherland Front at all levels, which have contributed to the important achievements of the province in recent years.

Although we are pleased with the achievements and results, we also need to frankly acknowledge that the work of the Fatherland Front in the past term still has some limitations, notably: The quality of activities of the Fatherland Front and its member organizations at some bases is not uniform; the content and methods of operation are slow to innovate; the activities of some organizations are still administrative. The work of gathering and mobilizing the masses has not met the requirements; the methods of propaganda, mobilization and persuasion are rigid, lacking creativity, and the results achieved are not high. The gathering of union members and youth in rural areas; the work of developing unions in enterprises still face many difficulties. Some movements and campaigns have not been implemented regularly and continuously. Although there have been many changes in social supervision and criticism activities, their effectiveness is not high. The work of grasping the situation of the people, union members and association members is sometimes not timely and not really close to the grassroots; not yet grasped, reflected and proposed timely solutions to newly arising problems...
The above limitations are also the difficulties and challenges that have been affecting the work of the Front. At this Congress, I request the delegates to promote democracy, uphold the sense of responsibility, discuss in depth, analyze clearly the limitations and causes, and actively contribute to the Congress solutions to overcome them to improve the effectiveness of the work of the Front in the coming term.

The Party Committee, government and people of all ethnic groups in our province are steadfastly on the journey towards the aspiration of prosperity, with the consistent goal of building and developing Thanh Hoa "by 2025, in the group of leading provinces in the country, becoming a growth pole in the North of the Fatherland and by 2030 becoming a modern industrial province, people have a higher standard of living than the national average" . With its great role and social responsibility, the Fatherland Front and its member organizations must constantly innovate the content and methods of operation, gather and unite all classes of people, actively contribute to the cause of industrialization and modernization of the homeland and country and successfully achieve that noble goal.
I basically agree with the general direction, objectives, 10 main targets, and action programs of the Vietnam Fatherland Front of the province for the 2024-2029 term stated in the Political Report submitted to the Congress. I propose that the Congress accept the enthusiastic and profound comments of Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, to concretize and clearly define the objectives, tasks, and appropriate solutions for the coming term. In order for the Front's work to continue to develop, have a profound impact, bring about practical results, and contribute to the successful implementation of the set objectives and tasks, I would like to emphasize the following issues for the Congress to study, discuss, and decide:
Provincial Party Secretary Do Trong Hung congratulated and shared joy with the people living on the river to be able to live in a new house on the shore, at the resettlement area for people living on the Dong Sau Cach river, Lam Dat village, Thieu Vu commune (August 2023).
Firstly, continue to thoroughly grasp the Party's guidelines and policies, the State's policies and laws on national solidarity, mass mobilization, ethnic and religious affairs. Step up propaganda and raise awareness among all levels, sectors, cadres, party members and people about the importance of national solidarity, the position, role, functions and tasks of the Vietnam Fatherland Front in the new period, in order to arouse and promote the tradition and strength of national solidarity and the glorious historical, cultural and revolutionary traditions of the heroic homeland of Thanh Hoa.
The Fatherland Front at all levels needs to continue to promote its core role in consolidating and strengthening the building of great national unity; diversifying forms of gathering, mobilizing, and widely uniting people of all walks of life; actively mobilizing and promoting the role of dignitaries, officials, and prestigious people in religions and in the community, ensuring high consensus and unity in ideology and action, all for the goal of building an increasingly prosperous and happy homeland and country.
Second, as a political alliance, a broad organization of the People, and a political base of the Party and the Government, the Fatherland Front at all levels needs to continue to perform well its role of representing and protecting the legitimate rights and interests of the People; constantly improve the material and spiritual life of the People; strengthen the close relationship between the People and the Party and the State, creating new vitality for the great national unity bloc. To do so, the Fatherland Front and mass organizations must continue to innovate the content and methods of operation; continue to seriously and effectively implement Conclusion No. 610-KL/TU dated September 20, 2021 of the Standing Committee of the Provincial Party Committee "On continuing to implement Resolution No. 02-NQ/TU of the Standing Committee of the Provincial Party Committee (term XVIII) on continuing to innovate and improve the quality of activities of the Fatherland Front and socio-political organizations of Thanh Hoa province"; Building a strong Front organization and socio-political organizations at all levels in the province. Promoting the role, intelligence and experience of the Front Committee members, members of the Advisory Council, experts, scientists, prestigious and key people among the people to participate.
Third, continue to promote the implementation of the campaigns "All people unite to build new rural areas and civilized urban areas", "Vietnamese people prioritize using Vietnamese goods", "Day for the poor" and other social security activities. The Fatherland Front needs to promote its core role, advising the Party Committee to successfully implement the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years of 2024-2025 in accordance with Directive No. 22-CT/TU dated March 30, 2024 of the Provincial Party Standing Committee, striving that by September 30, 2025, the whole province will have at least 5,000 poor households, policy households, and households with housing difficulties supported to build and repair houses and the Campaign for People to donate land to invest, renovate, upgrade, and improve infrastructure, focusing on roads in rural and urban areas in the province.
Fourth, proactively grasp the ideological situation, the living and production situation of the people, especially the situation at the grassroots level, localities that are carrying out site clearance work to implement investment projects; the situation of workers in Nghi Son Economic Zone and industrial parks; ethnic and religious areas, disadvantaged areas... to forecast and advise the Party Committee to direct and coordinate with functional branches to promptly resolve the people's legitimate recommendations and proposals, and issues arising at the grassroots level. Proactively develop programs and plans to continue to better perform the tasks of social supervision, criticism, and contribution to Party and government building, especially in the development of mechanisms and policies; strengthen supervision of the implementation of democratic regulations, especially supervision of investment in the construction of infrastructure works at the grassroots level, issues related to the legitimate and legal rights and interests of union members, association members, and the people; Focus on supervising the cultivation, training of ethics, lifestyle, and exemplary behavior of leaders, key officials, cadres, and party members; actively prepare to contribute comments to the draft documents of the 14th National Party Congress and documents of party congresses at all levels for the 2025-2030 term; participate in successfully organizing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.
Fifth, focus on building, consolidating, and perfecting the organization and apparatus, improving the quality of activities and operational efficiency; focus on building strong Fatherland Front organizations at all levels; unify the roles of member organizations into a solid political alliance, creating strength to participate in building a clean and strong Party and government. Strengthen training, improve knowledge and skills, promptly provide information on the current political, economic and social situation in the locality, on the plots and tricks of hostile forces and bad elements to the cadres working on the Front, build a cadre of Front cadres with guaranteed capacity, qualifications, and practical understanding; close to the people, closely following the grassroots to meet the requirements and tasks.
The work of the Fatherland Front plays a very important role. I propose that Party committees and authorities at all levels continue to promote their leadership, direction and coordination to create favorable conditions for the Fatherland Front and its member organizations to excellently complete their assigned tasks. Party committees at all levels must continue to thoroughly grasp and deeply understand the position, role and importance of the Fatherland Front and socio-political organizations in the new situation; effectively organize and implement the mechanism of "Party leadership, State management, People's mastery" . Further strengthen the leadership of the Fatherland Front and socio-political organizations through the promulgation and direction of the implementation of policies, orientations, resolutions, working regulations and through personnel work; must clearly define the tasks of leadership, direction and creating conditions for the activities of the Fatherland Front and socio-political organizations as regular work of Party committees at all levels; Building great national unity is the task of the entire political system, an important and regular part of Party building work.

One of the key tasks of the Congress is to consult and elect the Provincial Fatherland Front Committee for the 15th term, 2024 - 2029, and elect the Delegation to attend the 10th Congress of the Vietnam Fatherland Front. I propose that you, the delegates, promote democracy and consensus to consult and elect the most deserving people: capable, prestigious, dedicated, highly responsible for the common work and the work of the Front; have a reasonable structure of components, especially those representing workers, farmers, intellectuals, businessmen, ethnic groups, religions, etc., contributing to strengthening and enhancing the image, position, and strength of the great national unity bloc.
On this occasion, on behalf of the provincial leaders, I would like to express my sincere thanks to the Central Committee of the Vietnam Fatherland Front, especially the Chairman of the Central Committee of the Vietnam Fatherland Front, for always paying attention to leadership, direction, guidance, support and creating favorable conditions for Thanh Hoa province and the provincial Fatherland Front to successfully carry out the assigned tasks. I sincerely hope that in the coming time, you will continue to pay attention, support and create favorable conditions for the work of the provincial Fatherland Front to achieve more outstanding achievements.
Promoting the glorious tradition and achievements in the past term; with the spirit of "Solidarity, democracy, innovation, development", I believe that the work of the Front in the coming time will reap more successes, strongly arousing the potential, creativity, and intelligence of all classes of people, creating great strength, contributing to building Thanh Hoa to soon become a new growth pole in the North of the Fatherland, a civilized and modern province, a rich and beautiful province and a model of the whole country.
