As a locality with a high rate of poor households, the People's Committee of the commune has actively directed and urged agencies and units to accelerate the implementation of the contents and projects of the National Target Programs, especially the National Target Program for Sustainable Poverty Reduction, which has achieved many remarkable results. Infrastructure has been gradually invested, contributing to the increasingly renewed appearance of the countryside and improving people's lives.

According to Chairman of Nhac Ky Commune People's Committee Lo Xuan Luong, poverty reduction work has achieved encouraging results, however, due to uneven intellectual level, a part of the people still wait and rely on the State's support policies, not voluntarily striving to escape poverty; some poor households, near-poor households, and newly escaped poverty households do not clearly see their role as subjects in implementing national target programs... Therefore, propaganda work to change the awareness and actions of ethnic minorities so that they actively develop the economy and escape poverty is an important task.

According to Chairman of the People's Committee of Nhac Ky Commune, Lo Xuan Luong, the Party Committee of the commune has thoroughly grasped and directed the People's Committee, the Fatherland Front Committee of the commune and mass organizations to actively and proactively carry out propaganda and dissemination of directive documents and instructions on the implementation of national target programs to households in 7/7 residential villages through village meetings, banners, slogans, radio and integrated into 11 commune conferences with 682 participants (data as of October 2024). Mr. Loc Van Hoa, Chairman of Bac La Commune People's Committee, stated that through the dissemination and propaganda of policies, people basically understand the policies prescribed by the State, clearly understand the responsibility to implement policies for poor households; regulations for investigation and review; criteria for identifying poor households, etc.

Ms. Hua Thi Oai, born in 1975, Nung ethnic group, is a poor household in Bac La commune. Arousing the will to proactively overcome difficulties and rise up of the poor

According to the Report of the People's Committee of Van Lang district, implementing Sub-project 2 on Communication on multidimensional poverty reduction, under Project 6, National Target Program on Sustainable Poverty Reduction, the central budget allocated 299 million VND (32 million VND in 2022, 143 million VND in 2023, 124 million VND in 2024).

Cultural houses in villages in Van Lang district have been given propaganda banners about the Poverty Reduction Program.

In 2022, Van Lang district will print 18,000 leaflets with the content of multidimensional poverty standards for the period 2022-2025 and the process of reviewing poor and near-poor households periodically every year to propagate for people to understand and participate.

In 2023, Van Lang district will install 8 large-sized media billboards on poverty reduction with the content "Poverty reduction is the responsibility of the people, the will to rise up of the poor is a prerequisite for sustainable poverty reduction" for 8 communes in region III; coordinate with Lang Son Radio and Television Station to develop a special report on poverty reduction, under the National Target Program on Sustainable Poverty Reduction in 2023 in the district.

In 2024, the budget allocated is 124 million VND, and a plan has been developed to implement communication products on poverty reduction (reportages, seminars, dialogues, billboards, posters, leaflets, other forms).

With many forms of practical propaganda and mobilization, consensus has been created among all classes of people in the district, joining hands to carry out poverty reduction work.

According to Ms. Be Thi Van, Vice Chairman of Van Lang District People's Committee, Van Lang District has directed specialized agencies to proactively implement the dissemination and popularization of documents under the National Target Program on Sustainable Poverty Reduction for the period 2021-2024. Through annual conferences to review poor and near-poor households; at the same time, in order to improve the capacity of officials working on poverty reduction, the locality has opened 15 classes, with 1,446 participants, including members of the Steering Committee for National Target Programs of the district, the Steering Committee for National Target Programs of the commune, and officials working on poverty reduction in villages in the district.

Through the dissemination and propaganda of policies, the awareness of agencies, organizations and people about the implementation of the program is raised, clearly understanding the responsibility in implementing policies for poor households and the national target program for sustainable poverty reduction.

Along with the timely implementation of support and many forms of practical propaganda and mobilization, it has created consensus among all classes of people in the district, joining hands to carry out poverty reduction work; arousing the will to proactively overcome difficulties, rise up of the poor and effectively use policies and support resources of the State and the community to escape poverty.

Thanks to that, it has contributed to reducing the rate of poor households according to the multidimensional poverty standard by 3% or more each year: in 2021, there were 1,892 poor households, a rate of 15.01%; in 2022, there were 1,334 poor households, a rate of 10.64%, a decrease of 4.47% compared to 2021; in 2023, there were 1,025 poor households, a rate of 7.53%, a decrease of 3.11% compared to 2022.
