On the afternoon of August 25, the Party Executive Committee of Ha Tinh province held a conference to review 10 years of implementing Resolution 25-NQ/TW dated June 3, 2013 of the 11th Party Central Committee on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation"; to review 5 years of implementing Conclusion No. 43-KL/TW of the Secretariat on continuing to implement Resolution No. 25-NQ/TW; to review 5 years of implementing Decision 657-QD/TU dated April 4, 2018 of the Provincial Party Committee on promulgating the Regulations on direct contact and dialogue between heads of Party committees and authorities at all levels with the People.

Mass mobilization work contributes to strengthening the great national unity bloc.

In recent times, Ha Tinh has focused on effectively implementing the contents of Resolution 25-NQ/TW and Conclusion No. 43-KL/TW. The Provincial Party Committee Standing Committee issued Action Program No. 961-CTr/TU dated August 19, 2013 to implement; at the same time, directed Party committees and authorities at all levels to promptly and synchronously issue documents to specify and institutionalize the Party's guiding viewpoints on mass mobilization work.

After 10 years of implementing Resolution 25-NQ/TW, the mass mobilization work of the provincial political system has undergone fundamental changes. Awareness of the role, position and responsibility of organizations in the political system for mass mobilization work has been raised.

The content of mass mobilization work has closely followed the practical requirements and tasks of socio-economic development, maintaining political stability, strengthening the great national unity bloc, ensuring national defense and security. The methods of mass mobilization have many innovations, are practical and effective; linking propaganda and mobilization with taking care of the practical interests of the people. The whole province has successfully built and expanded 19,340 models, typical examples of "Skilled Mass Mobilization" in all areas of social life.

Attention has been paid to the work of government mass mobilization; administrative reform has been strengthened, gradually shifting awareness from command and administration to government support and service to the people. The Fatherland Front and mass organizations have innovated the content and methods of operation, focusing on the grassroots; taking care of the legitimate rights and interests of union members, association members and people of all walks of life.

Through the implementation of the resolution, the conclusion has contributed significantly to firmly consolidating the people's trust in the Party, strengthening the great national unity bloc and the flesh-and-blood relationship between the Party and the people.

Regarding the implementation of Decision No. 657-QD/TU of the Provincial Party Committee on "Issuing the Regulations on direct contact and dialogue between heads of Party committees and authorities at all levels with the People in the province", in the past 5 years, heads of Party committees and authorities at all levels from the province to the grassroots have organized 2,015 direct dialogues with the People. From the dialogue conferences, the whole province has received 18,087 suggestions and recommendations from the People.

The meetings and dialogues have contributed positively to expanding and promoting democracy in the political system and the whole society; helping Party committees and authorities at all levels grasp the situation, thoughts and aspirations, and promptly handle and resolve recommendations and issues that are still pending and causing frustration among the people. Thereby, democracy and the strength of the great national unity bloc have been promoted so that the province can overcome difficulties and challenges, maintain stability and development; the people's trust in the leadership of the Party and the management and administration of the government has been enhanced.

At the conference, delegates analyzed lessons learned, shared shortcomings and difficulties in the implementation of resolutions, conclusions and decisions of the Central and the province; at the same time, proposed solutions and ways to continue to effectively implement mass mobilization and dialogue work in the new situation.

Speaking at the conference, Provincial Party Secretary Hoang Trung Dung assessed that the mass mobilization work of the entire political system and the direct dialogue between leaders of Party committees and authorities at all levels in recent times have had many positive changes, increasingly going into depth and substance, contributing significantly to maintaining the stability and development of the province.

The Provincial Party Secretary requested that in the coming time, localities, units, heads of Party committees and authorities at all levels continue to focus on innovating leadership and direction methods for mass mobilization work; promptly and effectively concretizing the Party's policies and resolutions on mass mobilization work in line with the requirements of implementing local political tasks. At the same time, better promote the role and responsibility of organizations in the political system, bring mass mobilization work into depth, and effectively resolve problems arising from practice.

Strengthen the coordination effectiveness of organizations in the political system in mass mobilization work; especially the coordination role between the mass mobilization committee, the Vietnam Fatherland Front, organizations and authorities at all levels in performing the tasks of socio-economic development and ensuring national defense and security.

The Provincial Party Secretary emphasized: Regarding the work of direct dialogue between the heads of Party committees and authorities at all levels with the People, it is necessary to consider this a priority task, which must be carried out regularly and systematically. Dialogue is an important forum for the People to express their opinions; this is also an important method of mass mobilization work to maximize the people's mastery. In addition, it is necessary to strengthen supervision of the settlement of recommendations and proposals of the People after the dialogue and arising issues.

To make mass mobilization and dialogue work effective, it is recommended that cadres, especially leaders, set an example and take the lead in performing their tasks; Party committees and authorities at all levels, cadres and party members must focus on doing substantive work, taking work efficiency as a measure, avoiding achievement disease; focus on promoting grassroots democracy, democracy goes hand in hand with discipline; focus on decentralization and delegation of power so that cadres at all levels can promote their roles and responsibilities...
