According to the Decision, 17 commune-level administrative units in 3 districts of Vinh Long province were recognized as Central Safe Zone communes during the resistance war against France and the US, including:
1- Communes: Nhon Binh, Hoa Binh, Huu Thanh, Tra Con, Vinh Xuan, Thuan Thoi in Tra On district.
2- Communes: Binh Ninh, Ngai Tu, Tuong Loc, Hau Loc, Song Phu in Tam Binh district.
3- Communes: Hieu Thanh, Thanh Binh, Trung Thanh, Trung Hiep, Trung Ngai, Trung Nghia in Vung Liem district.
The above-mentioned Safe Zone communes are entitled to preferential policies according to current regulations.
* According to Decision No. 897/QD-TTg dated May 27, 2016 of the Prime Minister, a safe zone commune must have 3 of the following 5 criteria:
1- The Party Committee from the Regional Party Committee, Military Region Party Committee and above directs the construction of revolutionary safety zones (places with favorable conditions in terms of terrain, topography, politics, military, socio-economics, population and ensuring safety for the Party's revolutionary leadership activities during the resistance war against France and the US).
2- Places of residence (raising, hiding, keeping secrets), work and leadership activities, directing the building of revolutionary movements in the resistance war against France and America of comrades and cadres of the Party, State, Vietnam Fatherland Front and socio-political organizations from the Regional and Military Region levels and above.
3- Places where especially important events took place, where strategic decisions of the Party were of a turning point in the stages of the two resistance wars against France and the US, or where the headquarters of agencies, organizations, units of the Party, the State, the Vietnam Fatherland Front and socio-political organizations from the Regional and Military Region levels and above were located, diplomatic headquarters (Embassy, Consulate General, etc.) of foreign countries, and campaign-level Front Command offices during the resistance wars against France and the US.
4- Places for stationing, training, coaching, gathering, and transit of armed forces (army, police) from company level and above; places with warehouses for storing food, provisions, weapons, equipment, military uniforms, military supplies, etc. during the resistance war against France and America to serve the Front at campaign level or Military Region level and above.
5- Places with strong revolutionary bases and movements in the resistance war against France and the US; at the same time, local armed forces have proactively or coordinated with regular armed forces to organize battles against the enemy to protect the safety of cadres, agencies and organizations of the Party and State stationed in the area or where important victorious battles have taken place, contributing to creating an advantageous battlefield situation for the revolution and resistance in the area and neighboring areas.
