On the morning of December 26, the Provincial Party Executive Committee (term XIV) held a conference to review 2 years of implementing Resolution No. 05-NQ/TU dated September 10, 2021 of the Provincial Party Committee on developing modern, sustainable, high-value-added agriculture (Resolution 05) and Resolution No. 09-NQ/TU of the Provincial Party Committee on industrial development to 2025, with a vision to 2030 (Resolution 09).
Comrade Duong Van An - Member of the Party Central Committee - Secretary of the Provincial Party Committee and Comrade Doan Anh Dung - Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Committee chaired the conference. Attending the conference were comrades of the Provincial Party Committee, representatives of a number of central agencies, leaders of a number of departments, branches and localities in the province.
According to the assessment of Binh Thuan Provincial Party Committee, after more than 2 years of implementing Resolution 05, the average growth rate of added value in the agricultural sector reached 2.94%/year; the value of agricultural product export turnover is estimated to increase by an average of 3.23%/year. The number of enterprises attracting investment in agriculture has increased gradually over the years...
Regarding the implementation results of Resolution 09, the GRDP growth rate of the industrial sector in the period of 2022 - 2023 increased by an average of 5.75%/year. The proportion of GRDP of the industry accounts for 28.84% of the total provincial domestic product. The export turnover of industrial products in 2023 is estimated at 490.95 million USD. Attracting more and more non-state budget projects to invest in infrastructure, especially attracting investment in developing important transport infrastructure with connectivity, creating momentum for industrial development... Speaking at the conference, Mr. Mai Kieu - Director of the Department of Agriculture and Rural Development of the province said that in order to develop modern, sustainable agriculture with high added value according to Resolution 05, it is necessary to promote propaganda to change the mindset from agricultural production to agricultural economic development, focusing on output to quality, clean, safe, and high economic value; Urgently complete the approval of key and important product projects... The leaders of the Department of Industry and Trade proposed that it is necessary to continue reviewing, adjusting and supplementing land use planning, creating more land funds to attract industrial development projects, especially processing, manufacturing and supporting industries. Create conditions to support businesses to participate deeply in the value chain of production - processing and consumption of industrial products...
Speaking at the conference, Provincial Party Secretary Duong Van An emphasized: Along with tourism, industry and agriculture are the three economic pillars of the province to promote sustainable development, create jobs, and improve people's income. After 2 years of implementing resolutions on agriculture and industry, many encouraging results have been achieved such as the growth rate of the agricultural sector increasing; the proportion of agriculture, forestry and fishery in the added value in 2021 accounted for 28.95%, estimated to account for 26.2% in 2023 (the target for 2025 is 22-23%). At the same time, there has been growth in the export turnover of agriculture, forestry and fishery and expansion of the consumption market. Dragon fruit in particular has gradually increased the rate of official exports, gradually forming concentrated production areas, in the direction of shifting from agricultural production to agricultural economy. The province has many products of cultivation, livestock, and seafood; Infrastructure serving agricultural production has received investment attention, such as reservoir systems, irrigation, and boat mooring, which are the premise for agriculture to achieve the criteria set forth in the resolution: modern, sustainable, and with high added value.
Regarding industry, there is development, especially impressive in energy industry production. The future prospect of Binh Thuan's energy industry will be outstanding compared to other localities... Binh Thuan tries to develop industrial zones according to planning, has many investment projects...
The Provincial Party Secretary also stated that the province's agriculture has grown from difficulties and has invested in development to create added value. However, the added value of the industry is not high, especially in the forestry sector. On the other hand, the combination between industry, agriculture, processing, between farmers and enterprises is still weak, not creating key processed products. The application of technology and mechanization in production and livestock farming is still low. In particular, there is a risk of environmental pollution in some agricultural production projects, especially in the livestock sector. That is water pollution, bad odors, including land pollution, this is a difficult problem to handle. On the other hand, the investment progress of some works and projects serving agricultural production is still slow, especially irrigation works... Regarding industry, there are still many difficulties and limitations and much work to do.
Regarding the tasks in the coming time, the Provincial Party Secretary proposed to continue to persistently implement the goals, tasks and solutions stated in Resolution 05 and Resolution 09. In particular, regarding agriculture, some regions need to escape monoculture, diversify crops, focus on crops with high added value, meet market demand, especially developing medicinal plants. Apply high technology, modernize organic ecology, and produce clean and safe products to make agriculture sustainable and safe for consumers' health. It is necessary to properly resolve the land issue. In agricultural projects, there must be planning and encouragement of land accumulation to serve large production areas.
Regarding industry, the Provincial Party Secretary suggested promoting the completion of industrial parks and industrial clusters that are still suitable in the planning, especially projects that have been approved for investment policies and projects that have started construction. At the same time, investors are required to urgently coordinate with relevant agencies, sectors and localities to quickly implement construction so that projects can soon come into operation. In addition, it is necessary to increase the attraction of secondary investors, especially investors with potential and experience; work with investors to resolve and remove difficulties and obstacles, especially land issues. There are solutions to environmental treatment for livestock farms; any enterprise that does not meet environmental standards needs to have appropriate treatment measures. The highest measure is to stop the operation of that factory or livestock farm. Do not let a factory or a livestock farm affect the clean living environment of the people and thereby affect the investment environment of the province.
