Digital transformation is identified as one of the solutions to improve the quality of teaching and learning English in schools.
Hanoi also has difficulties in implementing English teaching.
Dr. Le Duc Thuan, Head of the Department of Education and Training of Ba Dinh District (Hanoi), shared that although it is the central district of the capital, there is still a difference in the qualifications of teachers between schools and within a school.
In addition, there is a shortage of teachers with good expertise and rich experience. Currently, the 2018 General Education Program requires a larger number of teachers than the old program, but recruitment is relatively difficult because good teachers and excellent graduates sometimes do not choose to be teachers but switch to other jobs.
Another difficulty is related to facilities, teaching and learning equipment, including infrastructure and digital platforms. "Although the district has invested 2,300 billion VND in the past 5 years, this number still does not meet the requirements of foreign language teaching in general, and English teaching in particular," said Mr. Le Duc Thuan.
Teaching English is even more difficult in suburban districts of Hanoi. Head of the Department of Education and Training of Ba Vi District, Phung Ngoc Oanh, said that in reality, the district has many elderly English teachers who are reluctant to innovate, have limited ability to absorb and apply advanced teaching methods, and are less able to create excitement and intellectual playgrounds for students to express themselves.
Besides, there are still some teachers who are limited in their expertise. Many students are not interested in studying, do not have effective learning methods, while English requires diligence and regular practice. Many families do not have adequate attention in investing in their children's education.
Sharing the difficulties in implementing English teaching according to the 2018 General Education Program, Head of the Department of Education and Training of Mu Cang Chai District (Yen Bai Province) Nguyen Anh Thuy said that although the recruitment announcement was made 4-5 times, the Department of Education and Training of the district did not receive any applications for the position of English teacher.
Meanwhile, according to the 2018 General Education Program, English is a compulsory subject from grade 3. Lack of English teachers is a common situation in many localities, especially in remote areas.
Ba Vi District (Hanoi) cooperates to train English teachers to improve the quality of this subject at all levels.

One of the measures chosen by Ba Vi district to improve the quality of English teaching and learning in the district is to cooperate in training with the University of Foreign Languages, Vietnam National University, Hanoi.

Mu Cang Chai district has implemented a project to teach and learn English through Math and Science, invested by Equest Group, with digital lectures built according to the curriculum framework of the Ministry of Education and Training in a direct and online combination for more than a year now.
Digital lectures are installed on computers in local classrooms. During the same time frame, nearly 4,000 students in 117 classrooms from 16 schools in Mu Cang Chai district are connected to each other on a digital platform, learning English through lively, highly interactive lectures.
The class is taught by a highly qualified English teacher from iSMART (a unit of EQuest Education Group) in Hanoi, with the support of 146 co-teachers in Mu Cang Chai.
According to Mr. Nguyen Anh Thuy, Head of the Department of Education and Training of Mu Cang Chai district, students have access to English earlier, in a completely new form of learning, combining online and in-person, with vivid digital lectures and high-quality teachers.
"We call it adaptive flexibility. In the long term, we aim for a generation of young people in the highlands who are confident, good at foreign languages, contributing to tourism development, welcoming domestic and international tourists to the locality."
