On January 31, a representative of Tan Son Nhat International Airport said that from 0:00 on February 1, the collaborative decision-making model (A-CDM) will be officially applied at the Operation Coordination Center at this port.

Technology helps flight operations run smoothly

After nearly 3 years of survey, in November 2023, Tan Son Nhat International Airport deployed a plan to select a contractor to supply equipment and software to deploy the airport operational database model (AODB - Airport Operational Database) and coordinate operational decision making (A-CDM - Airport Collaborative Decision Making).

AODB and A-CDM are two specialized terms that refer to coordination and operation activities at the world's largest airports. The A-CDM model is likened by many experts to a "magic wand" because of its special significance in airport operations. In Vietnam, this is especially meaningful as the Lunar New Year approaches.

Currently, the Airports Corporation of Vietnam (ACV) is the managing unit of 21 airports, of which Tan Son Nhat International Airport is constantly operating at overloaded capacity, causing local congestion and inconvenience to passengers during peak holidays and Tet.

Current processes at Tan Son Nhat airport have not optimized exploitation efficiency due to lack of information flow between units. Each unit performs separate processes, so resources are not optimized.

In addition, the operation process according to the principle of "first come, first served" leads to many cases of departure order disruption, many aircraft have to queue up to wait for their turn to take off, making it difficult to control taxi time.

There is no optimal solution between airlines, ground service units, airports, and air traffic management units to share information about aircraft turnarounds and flight delay status in real time.

The Port delegations have consulted the model of using a comprehensive database to apply A-CDM at Changi International Airport (Singapore) and Brussels Airport (Kingdom of Belgium). Thereby, it is expected that after applying this model, the main force is A-CDM, which will help the information platform to be smooth, coordinate and share information according to a unified and synchronous process between the links, completely solving the existing problems of the current method.

Once deployed, A-CDM will help optimize the use of airport infrastructure, improve on-time performance indicators, minimize parking, check-in, and gate allocation plans; optimize aircraft turnaround times, improve situational forecasting capabilities and save flight time, minimize congestion on taxiways and aprons; optimize departure order, save fuel, and improve transportation efficiency...

Mr. Nguyen Cong Hoan, Deputy Director of Tan Son Nhat International Airport, said that thanks to the A-CDM application, customers will experience flights with a high on-time rate, limiting situations of circling to wait for landing, minimizing situations of aircraft stopping for a long time on the runway. At the same time, the service of baggage and cargo of the flight will be better served, especially during the Lunar New Year 2024.

The representative of the air traffic management company explained that in case the arrival airport has too high a flight density or the weather forecast is not favorable, instead of the flight departing as planned and circling in the sky to wait for reception, the arrival airport (with A-CDM) will adjust the take-off time accordingly, passengers only have to wait at the departure terminal. The plane departs according to the new time, does not have to circle and wait at the destination, saving fuel for the airline and making it more convenient for passengers when flying.

Tan Son Nhat is currently the largest airport in Vietnam with a take-off/landing frequency of approximately 260,000. Passenger throughput through the airport by the end of 2023 will reach 42 million, 1.5 times the initial design capacity. In particular, during the peak of the Lunar New Year 2024, the average exploitation output will reach nearly 150,000 passengers/day.

The Operations Coordination Center (AOCC) at Tan Son Nhat International Airport will apply A-CDM technology with representatives of many related units including: Tan Son Nhat International Airport, Southern Air Traffic Management Company (VATM), Vietnam Airlines, Pacific Airlines, Vietjet Air, Bamboo Airways, Vietravel Airlines, SAGS, VIAGS.

Meanwhile, the existing technical infrastructure at Tan Son Nhat airport is not synchronized, the flight information systems are internally developed by the relevant parties, leading to limited information sharing between units. The ATM flight control system in the southern region is also not equipped with AMAN/DMAN (Aircraft Arrival/Aircraft Departure Management System), leading to the arrangement of planning for arrival and departure at the airport not being implemented.

The official application of A-CDM is a very important milestone, marking the success after many years of efforts of Tan Son Nhat International Airport and participating parties, including: Southern Air Traffic Management Company (VATM), Vietnam Airlines, Pacific Airlines, Vietjet Air, Bamboo Airways, Vietravel Airlines, SAGS, VIAGS.

Tan Son Nhat International Airport and its units have successfully implemented two daily flight trials, with a total of 22,441 flights, fully applied during off-peak/peak hours and 24/7 for a long period of time. During the 2023 trial period, taxiing time was reduced by 7,937 minutes on a total of 8,586 flights. Thereby, reducing fuel consumption costs, noise and CO2 emissions.

Becoming an airport with coordinated decision-making (A-CDM) is one of the major milestones of Tan Son Nhat International Airport, in line with the general trend of major airports such as: Amsterdam, Barcelona, ​​Berlin, Brussels, Frankfurt, Geneva, London Heathrow, Munich, Naples, Paris CDG. In Asia, there are also about 19 airports successfully implementing A-CDM such as Changi (Singapore), Incheon (Korea), Shanghai, Beijing, Hong Kong (China), Suvarnabhumi (Thailand), and soon airports in Malaysia and the Philippines.
