According to the content of the Telegram, in the face of the extremely complicated situation of the circulation of storm No. 3 and the rain and floods in the mountainous and midland provinces of the North, causing damage to many people and property of the state and people, while the weather forecast in the coming days is that there will continue to be widespread heavy rain, implementing Telegram No. 92/CD-TTg dated September 10, 2024 of the Prime Minister on focusing on overcoming the consequences of storm No. 3 and the floods after the storm, following the instructions in the past days, the Minister of Industry and Trade requests units in the industry and trade sector to urgently and with the highest spirit and responsibility perform the assigned tasks in the telegrams of the Prime Minister and the Minister of Industry and Trade on responding to storm No. 3 and the floods after the storm, and urgently perform the following tasks:
1. Vietnam Electricity Group:
- Focus on directing units within the Group, mobilizing and maximizing all resources from units both inside and outside the electricity sector, urgently and quickly restoring the power system, ensuring safe power supply for production, business and people's lives, in which priority is given to ensuring power supply for hospitals, medical facilities, important production activities and other loads in order of priority as proposed by localities.
- Direct local power companies to advise local Party committees and authorities to strengthen leadership and direction at all levels and local sectors to closely coordinate with the electricity sector to respond to and overcome the consequences of storms.
- Closely monitor the development of natural disasters; fully prepare human resources, materials and means according to the "4 on-site" motto to respond to unusual incidents that may occur.
- Coordinate with the Department of Industry and Trade of localities to direct and inspect the implementation of measures to ensure the safety of dams, especially weak dams, small hydropower plants or those under construction or repair; the operation of hydropower reservoirs to ensure the safety of works and downstream safety in accordance with the developments of rain and floods, especially large reservoirs on the Da River hydropower cascade system.
2. National Electricity System and Market Operation Company:
- Direct affiliated units to mobilize maximum resources to maintain 24/7 duty, ensure smooth communication with power generation units and power transmission units to ensure stable power supply in all situations, strictly comply with regulations on power system dispatch.
- Prepare all technical backup plans to maintain safe operation of the power system when an incident occurs.
3. Department of Industry and Trade of provinces and cities:
- Mobilize maximum forces to closely coordinate with local power companies in troubleshooting electrical systems.
- Advise and request local Party committees and authorities to direct power units and other relevant units to urgently deploy tasks in overcoming incidents caused by floods to safely restore power supply to serve production and people's lives; create maximum conditions for power units to successfully complete their tasks.
- Strengthen inspection of safety assurance work for power grid systems in the management area.
Direct local units in the field of Industry and Trade to strengthen safety supervision, have response plans to ensure safety for people, works, machinery, equipment and prepare resources, means, and materials to proactively deploy response measures to emergency situations caused by natural disasters; Do not allow the construction of camps and temporary houses in areas at risk of flash floods, landslides, and low-lying areas; Resolutely handle violating units.
- Direct hydropower dam owners in the area to strictly implement the inter-reservoir operation process and the reservoir operation process approved by competent authorities and the task requirements in this Official Dispatch.
- Closely monitor market developments, direct and coordinate with production and trading units to immediately deploy measures to use reserve goods and mobilized social resources to support and ensure adequate supply of essential goods and goods for post-storm recovery work in areas affected by storms and floods; mobilize, supervise and request business units of essential goods, construction materials, repair materials, generators, electric storage and water storage equipment to commit to stabilizing commodity prices.
- Directing commercial business units, management units, and market operators in the area to have plans to provide mobile goods in the area, strengthen connections, and seek additional sources of goods from other localities so that supply activities are not interrupted. When there are incidents around the sales area, they need to be handled promptly to facilitate smooth, safe, and timely buying, selling, and transportation of goods.
- Assess the ability to supply essential goods to serve daily needs for areas isolated by storms and floods; propose the need to coordinate essential goods through distribution channels to promptly supply people and stabilize the local market (if any).
- Coordinate with functional forces in the military, police, transportation, etc. to create conditions for vehicles transporting essential goods and gasoline to be prioritized for circulation and transportation to isolated areas under safe conditions.
- Proactively provide information on the supply situation and prices of essential goods to local media and locations. Timely report and update the local market situation to the Ministry of Industry and Trade (Domestic Market Department) before 9:00 and 15:00 every day.
4. For units under the Ministry of Industry and Trade:
a) Electricity Regulatory Authority:
- Closely monitor the operation of the national power system, direct functional units to urgently overcome power system problems caused by storms, storm circulation and floods, especially important loads supplying electricity to hospitals, medical facilities, important production activities and priority loads approved by localities.
- Timely synthesis of reports on power grid system incidents.
b) General Department of Market Management
Direct the provincial Market Management Department to strengthen market inspection and control, resolutely and strictly handle violations, prevent hoarding and price gouging, and ensure price stability of goods, especially food, foodstuffs, and essential goods in areas affected by super storms and storm circulation.
c) Domestic Market Department
- Organize and deploy a frontline working group on the supply and regulation of essential goods in localities affected by storm No. 3 to directly grasp the market situation and demand for essential goods.
- Carry out coordination between provinces and cities affected by rain and floods with other provinces and cities when requested by localities to ensure the maintenance of essential goods supply to localities affected by rain and floods.
- Summarize difficulties and problems arising in the supply of essential goods in the provinces; advise and propose solutions in emergency situations, promptly report to the Ministry's leaders in cases beyond their authority.
- Regularly update the market situation of essential goods to the mass media and promptly transfer information to market management forces for inspection and supervision in case of signs of hoarding or unreasonable price increases.
d) Department of Industrial Safety and Environment Techniques
- Monitor and update information on flood response and recovery work caused by storms, storm circulation, and floods by units of the Industry and Trade sector to promptly report to the Ministry's leaders according to regulations.
- Closely monitor the operation of hydropower projects under management and urge units to implement tasks according to this telegram.
Units are requested to continue to closely monitor weather developments and natural disaster situations in the regions, strictly implement the Prime Minister's Telegrams and the Minister of Industry and Trade's Telegrams, and periodically report daily to the Department of Industrial Safety Techniques and Environment for synthesis and reporting to competent authorities.
