No language or cultural barriers
Global citizenship is the issue that Professor Pham Tat Dong, Vietnam Association for Promoting Education, raised in his article on the topic "80 years of the Outline on Vietnamese culture, the origin and driving force of development". According to Professor Dong, the flow of globalization carries many different values from one country to another, creating a world that is gradually flatter than before. In the fields of business, services, science, education... many values have permeated across national borders, making countries gradually have similarities in cuisine, fashion, entertainment, recreation, and education. "Then perhaps from the formation of multinational companies, people see the emergence of the model of global citizens", Professor Dong stated his opinion.
According to Professor Dong, global citizens are understood as people who live and work in many different countries, can be one or more nationalities, and therefore, they carry in their personality many cultural colors in addition to the native culture, the place they were born and call home.

According to Mr. Dong: "Global citizens are people who go out into the world without barriers of language, culture and employment. They respect the culture of other people, accept the laws of other countries and live with other people in terms of culture, customs and habits. This is a necessary quality for them. Over time, the number of people becoming global citizens will increase."
Looking at the concept of global citizenship from the perspective of the Outline of Vietnamese culture, Mr. Dong analyzed: "A culture with national, scientific, and popular characteristics has extremely fundamental values for the development of society. That culture shows that it is the source of strength of our people, of our country, and is the driving force for development to bring our country into modernity. To enter an intellectual society, and then a smart society, we need to add many new values to complete the culture in new conditions. That is the culture of lifelong learning, network culture, the lifestyle of a global citizen, professional ethics in the smart industrial system...".
Therefore, to have more global citizens, Mr. Dong said: "The top condition for Vietnam to effectively integrate into the modern world, stand shoulder to shoulder with powerful nations, and live peacefully with all peoples in a global home is the modern culture that we need to build and cultivate."
People's diplomacy, cultural diplomacy...
Dr. Bui Nguyen Bao, National Institute of Culture and Arts, said that in terms of non-material power, Vietnam can maximize soft power resources as mentioned by Joseph Nye, including culture, political values and the attractiveness of domestic and foreign policies... Dr. Bao also said: "Vietnam needs to spread non-violent power through messages in public diplomacy strategies, people's diplomacy, cultural diplomacy... to enhance prestige, attractiveness, attract tourists, international students, immigrants, pioneering in technology and the 4.0 industrial revolution. Vietnamese people coming to Africa do not bring with them the intention of exploiting resources or debt traps. Vietnam's telecommunications and agricultural footprint in some less developed countries does not create a message about the risk of economic and cultural invasion".
In addition, Mr. Bao also cited stories of "skewed" cultural diplomacy. For example, bringing a play to a theater festival abroad but choosing a script that is not from Vietnam. This story with foreign colors, although well-staged, does not help promote the image of Vietnam. Dr. Bao said: "It is necessary to standardize events such as Vietnamese film festivals abroad in terms of scale, time, purpose, and content. It is necessary to further promote diverse cultural exchange activities at a high level in all aspects such as publishing, translation, literature, traditional arts, theater, strengthen cooperation in joint production of films, and promote cultural promotion between Vietnam and partner countries."
This is also true with the Ministry of Foreign Affairs' assessment of the shortcomings of cultural diplomacy. That is: "Human resources for cultural diplomacy have not met the requirements in both quantity and quality, most agencies do not have specialized staff in cultural diplomacy... The work of absorbing the quintessence of human culture in recent times has achieved many important results, but some aspects still show limitations, and have not become a regular activity that is deployed evenly at home and abroad", the Ministry of Foreign Affairs commented.
According to Dr. Bao: "Regarding human resources, in parallel with diversifying the workforce doing cultural diplomacy, it is necessary to focus on training a team of professional cultural diplomacy personnel including: managers, policy makers and cultural product producers (directors, actors, singers, artisans...) to work professionally, responsibly, receptively and effectively."
