In the context of the Fourth Industrial Revolution and the trend of digital transformation, CDS (Continuity Data Storage) is a crucial part of the national digital transformation process. The Cao Bang CDS platform is being implemented to improve management efficiency, increase transparency in administrative processes, and create favorable conditions for citizens and businesses. This is one of the priority tasks to be implemented according to the Provincial Digital Transformation Plan until 2025, with a vision to 2030.
The Vietnam Farmers Digital Platform (Vietnam Farmers App) was launched and put into use by the Central Committee of the Vietnam Farmers Association (VFA) in December 2023 at the 8th National Congress of the VFA, term 2023-2028. After nearly a year of implementation, the Vietnam Farmers Digital Platform has attracted over 2 million cadres, members, and farmers; in the province, over 13,000 cadres, members, and farmers have installed, activated, and used the digital platform.

Speaking at the ceremony, Chairman of the Provincial People's Committee Hoang Xuan Anh affirmed: Although socio-economic conditions still face many difficulties, with political determination and through innovation, the province has focused on directing and promoting digital transformation comprehensively and holistically across all three pillars: digital government, digital economy, and digital society. In particular, the digital society includes digital citizens, digital connectivity, and digital culture, and has initially achieved some positive results.
The digital platforms announced at the ceremony will form an interactive channel between citizens, businesses, and the government through mobile applications; facilitating easy access and use of online public services by citizens and businesses; enabling citizens to quickly and easily send feedback, suggestions, and recommendations to the government via smartphones for timely reception and resolution. Through this, citizens can monitor, interact with, and assess their satisfaction with the results of feedback processing by each agency. Simultaneously, the Vietnam Farmers' Platform will serve as a tool for managing, connecting, and improving the quality and effectiveness of the Farmers' Association's work and the farmers' movement; applying digital technology in the activities of the Vietnam Farmers' Association during the 2024-2028 period.
We request that provincial departments, agencies, and organizations, district and commune People's Committees, telecommunications units and enterprises, business associations, and media agencies intensify their efforts in disseminating information and promoting the two platforms widely to all agencies, organizations, officials, Party members, association members, and the entire population so that they are aware of and participate in them.
Assign the task to the Department of Information and Communications and request the Provincial People's Council to set specific goals and targets regarding the number of installations in agencies, organizations, and localities; provide specific guidance on how to install and use the platforms so that everyone can easily access and use them. During operation, focus on quality assessment, continue to improve technology, and refine features so that citizens and businesses truly benefit from public services.
At the ceremony, delegates performed the ritual of pressing the button to launch the digital platforms: Cao Bang Digital Citizen and Vietnamese Farmers. This event marks a turning point in the application of digital technology; affirming the province's commitment to building a digital economy and digital society, meeting the sustainable development needs of the province.

On this occasion, the Provincial People's Committee launched a high-intensity campaign to guide the installation and use of digital platforms throughout the province, with the core force being the Community Digital Transformation Teams to guide and support people in installing and using digital platforms and technologies with the motto "going to every street, knocking on every door, guiding each person".
