In early 2025, Mr. Tran Van Nen (Hanoi) planned to find a new job after his agency prepared to merge and streamline its apparatus.

Despite his long working experience, Mr. Nhen was forced to resign when the agency implemented streamlining.

"I am over 45 years old, now I have to quit my government job and find a new job. It is not easy. It is a big challenge but there is no other way but to adapt. At any cost, I must have a job to ensure income to support my family," said Mr. Nhen.

Unlike Mr. Nen, Mr. Tran Van Du plans to not look for a new job after quitting his government job but open a technology company to continue developing his current field.

However, Mr. Du's biggest difficulty now is the lack of capital. After 20 years working as a state specialist, he has not saved enough to open a company. Therefore, he is considering mortgaging his house to borrow money from the bank.

“Retiring from a government job at an older age means stepping out of your comfort zone, but it is also an opportunity to change and adapt to the outside business environment,” Du shared.

It can be seen that the arrangement and streamlining are for the main purpose of improving the operational efficiency of the public apparatus towards efficiency, effectiveness and efficiency. However, it is estimated that about 100,000 workers from the public sector will move out to find new jobs, creating significant pressure on the labor market.

Support unemployed workers to find new jobs

The representative of the Ministry of Labor, Invalids and Social Affairs admitted that the surplus labor force after the restructuring and streamlining of the apparatus will more or less create pressure in connecting jobs for these subjects.

Therefore, state agencies on employment need to proactively grasp the labor and employment situation in the area; enhance labor market information and connect labor supply and demand by increasing the frequency of organizing job fairs; and organize online job fairs connecting localities.

A labor expert said that the government needs to issue specific and detailed financial support policies to help those who have lost their jobs find new jobs through vocational training and career conversion programs. This is an extremely important issue to ensure the rights and lives of those affected.

“Currently, policies are being developed and are expected to be announced as soon as possible. Ensuring that unemployed workers have the conditions to adapt and find new jobs will solve the problem of surplus labor after streamlining the apparatus,” said the labor expert.

Along with supporting workers to find new jobs, an important issue that needs attention is to improve the business investment environment, create conditions for workers to start and run their own businesses; encourage businesses to expand production and business to create more jobs to "absorb" redundant workers who have lost their jobs.
