Thanh Binh Commune, Sa Pa Town was established in 2020 on the basis of merging Thanh Kim Commune and Ban Phung Commune. This is a particularly difficult locality (region III) with a high rate of poor households and unsynchronized infrastructure. However, the Party Committee, government and people of Thanh Binh Commune have united together, creating a combined strength, overcoming all difficulties, completing the targets and criteria for new rural construction.

By the end of 2024, the commune has met 19/19 criteria, the rural appearance is increasingly spacious and comprehensively renewed; infrastructure is invested synchronously and modernly, the material and spiritual life of the people is improved. In particular, the average income per capita of Thanh Binh commune in 2024 reached 45.1 million VND; the poverty rate is 12.19%; the commune has no more temporary houses, dilapidated houses; 100% of roads (commune roads, village roads, inter-family alleys) and village roads are hardened; 97.2% of households use electricity regularly and safely; 4/5 schools are recognized as meeting National standards level 1; the commune has 1 cooperative, 1 model for effective development of production and consumption of medicinal plants...

With the achieved results, on March 27, 2025, Lao Cai Provincial People's Committee issued Decision No. 822/QD-UBND recognizing Thanh Binh commune, Sa Pa town as meeting the standards of a new rural commune in 2024.

Speaking at the ceremony, Comrade Hoang Quoc Khanh, Permanent Vice Chairman of the Provincial People's Committee, on behalf of the provincial leaders, praised the achievements and results that the Party Committee, government and people of Thanh Binh commune have achieved in the past time. This is a premise for the Party Committee, government and people of Thanh Binh commune to continue to unite, be creative, make efforts, promote and proactively seize opportunities to achieve more outstanding achievements in the cause of building advanced new rural areas.

To maintain the achieved results and strive for even greater achievements, Comrade Hoang Quoc Khanh requested the Party Committee, the Government and the People of Thanh Binh Commune to continue to uphold the spirit and responsibility and strengthen the leadership of the Party Committee and the Government, considering the implementation of the new rural construction program as a central, continuous and long-term task to develop the economy - culture - society in rural areas. Mobilize the strength of the entire political system and the entire People to build a plan to maintain, sustain and improve the achieved new rural criteria, striving to complete the new advanced rural commune by 2025.

At the same time, focus on shifting economic structure, developing agricultural and forestry production, associated with building sustainable new rural areas on the basis of promoting cooperation, association, applying scientific and technological advances, linking production with the market, improving productivity, quality, efficiency and added value of products; pay attention to improving people's knowledge, vocational training, creating jobs, developing human resources, especially for ethnic minorities, policy families...

Comrade Hoang Quoc Khanh requested Sa Pa town to continue focusing on implementing the National Target Program on New Rural Development; strive to have at least 6 communes maintained and recognized as meeting new rural standards by the end of 2025, including 2 advanced new rural communes. Maximize socialized resources to focus on building infrastructure to be more synchronous, higher quality, and more effective; strengthen management, protection, maintenance, and repair to promote the effectiveness of works to better serve production and people's lives.

On this occasion, the Chairman of Lao Cai Provincial People's Committee awarded Certificates of Merit to 6 individuals with outstanding achievements in building communes meeting new rural standards; the Chairman of Sa Pa Town People's Committee awarded Certificates of Merit to 2 collectives and 5 individuals with outstanding achievements in implementing the National Target Program on building new rural areas in Thanh Binh commune in 2024.

In Ta Van commune

Implementing the National Target Program on New Rural Development, Ta Van commune has promoted the strength of the entire Party, government and people of all ethnic groups to effectively implement the criteria. During the implementation process, Ta Van commune has focused on promoting the potential and advantages of the locality to promote the development of agricultural production and tourism, improve income and life for the people; at the same time, mobilize and effectively use resources to invest in rural infrastructure.

Up to now, the infrastructure system such as electricity, roads, schools, medical stations, irrigation works, etc. has been invested synchronously; residential houses are built spacious and solid. Thanks to that, the rural appearance of Ta Van is increasingly spacious and modern, meeting the requirements of economic - cultural - social development of the locality.

Currently, 100% of commune roads, village roads, inter-village roads, alleys and hamlets are concreted and paved; the rate of households using national grid electricity regularly and safely is over 96%. Education, health care and culture are given due attention, and the material and spiritual life of the people is improved.

In 2024, Ta Van commune will complete 23/23 socio-economic targets and achieve 19 new rural commune criteria. In particular, the multidimensional poverty rate will be reduced from 32.45% (in 2023) to 12.54% (in 2024), a decrease of 19.91%; the average income will reach 45.08 million VND/person/year, an increase of 5.68 million VND compared to 2023.
