Speaking at the opening of the conference, Mr. Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said: Hoa Binh has a strategic position, located at the gateway of the Northwest region, bordering the capital Hanoi to the East, is the growth pole of the Western sub-region including Hoa Binh - Son La - Dien Bien in the Northern Midlands and Mountains. With many potentials, advantages, and abundant resources, it is the condition and premise for Hoa Binh to enter a new development period, creating a breakthrough to become a province with a fairly good level of development, with an average income in the leading group of the Northern Midlands and Mountains. Accordingly, the Planning of Hoa Binh province for the period of 2021 - 2030, with a vision to 2050, is built on the basis of inheriting important achievements of the previous period, the results of socio-economic development in the current period in line with the orientation and development vision of the country, the spirit of the Resolution of the 13th National Party Congress, the Socio-economic Development Strategy of the whole country, Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045; the system of national and regional planning.
Accordingly, the general goal is to achieve a fairly good level of development, with an average income among the top in the Northern Midlands and Mountains region, with high-quality human resources, completing the digital transformation goal in all fields, and the province's competitiveness among the top in the country. The economy develops with industry as the driving force, tourism as the spearhead, commodity agriculture, clean agriculture, organic agriculture as the foundation, linked with a synchronous and modern infrastructure system and a green and smart urban system. Natural resources and the environment are strictly managed, exploited and used effectively. The material and spiritual life of the people is improved, the traditional cultural identity values of ethnic groups are preserved and promoted. Proactively participate in international integration and connect with major economic centers of the country; national defense and security are firmly ensured.
Adhering to 7 development perspectives, with the consistent viewpoint being: Inclusive and harmonious development; rapid and sustainable economic development on the basis of maximizing the potential and advantages adjacent to Hanoi city, located in the planning of the Hanoi capital region, and at the same time being the gateway connecting Hanoi with the Northwest sub-region; focusing on four pillars including: (i) Processing and manufacturing industry, (ii) Clean agriculture, organic agriculture, (iii) Tourism, and (iv) Satellite housing associated with preserving the identity and promoting the cultural values of ethnic groups, ensuring progress, social justice, and improving the quality of life of the people.
The plans, development orientations and solutions for implementing the planning of Hoa Binh province aim to develop two economic growth driving regions, namely Hoa Binh city and Luong Son district, and develop multi-polar urban areas as a bridge between the capital Hanoi and the Northern Midlands and Mountains. At the same time, awaken the potential of the Hoa Binh Lake area; implement 5 development breakthroughs; 2 economic corridors; 4 important economic sectors: industry, services, agriculture and housing in the province, associated with ensuring social security and maintaining national defense and security. Speaking at the conference, Deputy Prime Minister Tran Luu Quang highly appreciated the efforts of the Party Committee, government and people of Hoa Binh province in socio-economic development in recent times. He affirmed that Hoa Binh province has full potential, advantages and opportunities to turn the goal of achieving a fairly good level of development by 2030, with an average income among the leading group in the Northern Midlands and Mountains into reality.
It is recommended that the province should carefully prepare and quickly implement key infrastructure projects, especially connecting traffic infrastructure. This is a condition for investors and tourists to come to Hoa Binh province. The province also needs to strongly develop tourism, on the basis of promoting the cultural values of Hoa Binh, the potential and advantages of the locality. Well implement the program of 3 national target programs to continue to care for ethnic minorities and improve people's living standards. Build a team of knowledgeable, ethical and youthful cadres to meet the requirements of the province's industrialization and modernization, and implement the planning contents.
Regarding the planning of Hoa Binh province, the Deputy Prime Minister suggested: The province implements the planning in a compliant, flexible, synchronous and understanding manner. Accordingly, urgently develop and complete the Plan for implementing the Provincial Planning to submit to the Prime Minister for approval and determine the key contents, progress and resources for implementing the programs and projects in the Planning. Review, establish, adjust and implement detailed, specialized and zoning plans to ensure consistency and synchronization with the Planning. Timely review, adjust and propagate and mobilize the people to agree with the contents of the Planning implementation.
