Conference Overview
The planning of Bac Kan province for the period of 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 1288/QD-TTg dated November 3, 2023 with the goal of striving to make Bac Kan a fairly developed province in the country by 2030; harmonious and reasonable development between urban and rural areas; between economic development areas and ecological and cultural conservation areas. The economy develops in a green and dynamic direction with a synchronous and modern socio-economic infrastructure system and digital infrastructure; cultural and social fields are invested in the direction of improving the quality of people's lives, preserving and promoting the good cultural identity values of ethnic groups; national defense, security, social order and safety are stable and sustainable; international cooperation and integration are increasingly extensive. By 2050, Bac Kan is expected to be a province with a fairly developed economy compared to other localities in the country, developing urban areas in an ecological, modern and sustainable direction, becoming a destination for resort tourism, and one of the localities with a livable environment in the country.

At the Conference, representatives of the Bac Kan Provincial People's Committee announced the Prime Minister's Decision on approving the Bac Kan Provincial Planning. However, the terrain of Bac Kan province is relatively complex, fragmented and still faces many difficulties in socio-economic development. The provincial planning orients Bac Kan province towards rapid development associated with green and sustainable growth, maximizing the potential and advantages of the province; focusing on key and focused investments; maximizing the human factor, revolutionary tradition, and cultural identity of ethnic groups; developing the economy while firmly ensuring national defense - security and social order and safety. The Bac Kan Provincial Planning for the period 2021 - 2030, with a vision to 2050, is a scientific and dialectical argument and is prepared according to an integrated, multi-disciplinary method, with inter-regional connectivity and a long-term vision. It is an important legal basis for the management of socio-economic activities, national defense, security and environmental protection; is the basis for controlling, connecting and coordinating the development of sectors and fields; promoting regional linkages; creating favorable conditions to attract investors interested in, researching, surveying and investing in Bac Kan; maximizing the strengths and opportunities of the locality, creating opportunities for Bac Kan province to unleash its potential and attract all resources for development.
Comrade Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee delivered the opening speech at the Conference.
The leaders of the Provincial People's Committee have deployed the Plan to implement the Bac Kan Provincial Planning for the period 2021-2030, with a vision to 2050, which sets out key tasks, development breakthroughs, programs and projects to implement the planning, and at the same time directs key tasks for all levels and sectors in the coming time.

Speaking at the Conference, Deputy Prime Minister Tran Hong Ha emphasized: The event announcing the Bac Kan Provincial Planning for the period 2021 - 2030, with a vision to 2050, was held right on the occasion of preparing for the 27th anniversary of the province's re-establishment, which is of special significance to the Party Committee, government, and people of all ethnic groups in Bac Kan province on the journey to realize the aspiration of becoming a province with a dynamic and fairly developed economy compared to other localities across the country.
The comrade acknowledged and highly appreciated the outstanding achievements that the Party Committee, government and people of Bac Kan province have achieved throughout the past period. The people of the whole country thank the ethnic people of Bac Kan province for their bravery and heroism in the resistance war; working enthusiastically, developing their homeland, protecting forests, protecting green roofs, natural lungs and water sources for the provinces in the Red River Delta region.

In the 06 development breakthroughs stated in the Provincial Planning, the Deputy Prime Minister emphasized that for Bac Kan province, it is necessary to identify tourism development as a key economic sector. Develop an effective and sustainable agricultural and forestry economy and participate more deeply in global value chains. Focus resources to promote industrialization and modernization in forest economic development with 03 focuses: developing carbon credit production services, biomass electricity, forest product processing industry, pharmaceuticals, medicinal herbs, wood and other products; focus on synchronous implementation of education, training, improving the quality of human resources in an inclusive and comprehensive direction;
Bac Kan province's planning is "open", "strategic" and "long-term". The province needs to urgently review, establish, adjust and implement detailed and specialized plans to ensure consistency and synchronization with the Provincial Planning to open up new opportunities and development spaces. Focus on administrative reform, building a service-oriented government; proactive, positive, flexible, creative and effective in leadership, direction and administration... He said that today's event is a very good start, which further strengthens our belief in a green, fast and sustainable Bac Kan.
Speaking at the Conference, comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, on behalf of Bac Kan province, fully accepted the direction of the Deputy Prime Minister to concretize it in the leadership, direction and organization of the implementation of tasks in accordance with the local conditions and advantages.

To concretize the potentials and orientations for attracting investment in the coming time, the People's Committee of Bac Kan province has granted Memorandums of Understanding to 18 investors and enterprises on investment cooperation in the fields of eco-tourism, resorts, sports and golf courses, renewable energy, urban infrastructure, industrial park and cluster infrastructure, mineral processing, forestry products... in Bac Kan province./.
