Announcing the planning, Binh Duong aims to become a centrally-governed city by 2030

On September 26, at the conference announcing the planning of Binh Duong province for the period 2021-2030, with a vision to 2050, Prime Minister Pham Minh Chinh said he believed that the planning of Binh Duong province would be implemented effectively, contributing to building a strong and prosperous country, with people increasingly prosperous and happy.

Binh Duong Provincial leaders believe that with this Plan, Binh Duong is ready to start a new development phase with many new aspirational directions for a rich, civilized, and affectionate locality, a closely connected piece between the remaining localities, as well as spreading development not only to the province itself.

Binh Duong province leaders affirmed that with the newly approved planning, the administrative boundaries that have long been defined by bridges or rivers have now been almost erased, or the local, local mindset like a blood clot that blocks the growth potential of the region and the whole country has now been replaced by the spirit of association and connection for the common benefit of the country and is one of the guiding principles in this planning.

In Decision No. 790/QD-TTg, planning Binh Duong province for the period of 2021-2030, with a vision to 2050, Binh Duong strives to become a centrally-run city by 2030; one of the dynamic and comprehensive development centers of Southeast Asia; leading in science, technology and innovation, a modern industrial and service center; the socio-economic infrastructure system and urban system develop synchronously, intelligently and sustainably according to the green growth model, adapting to climate change, and protecting the ecological environment. Improving the quality of people's lives, building a prosperous, modern and civilized society, ensuring national defense - security and social order and safety.

Specific economic goals, the average economic growth rate of Binh Duong in the period of 2021-2030 will reach about 10%/year, the average GRDP per capita in 2030 will reach about 15,800 USD. The population by 2030 will reach 4.04 million people (of which the official population is 3.48 million people; the converted population is 0.56 million people)... Vision to 2050, building Binh Duong into a modern urban, industrial, and service center, of regional and international stature, one of the locomotives promoting national economic development with the main growth drivers being industry, services, innovation, with a solid economic foundation, high competitiveness; people enjoy a high quality of life, with income levels equivalent to those of developed countries.

Prime Minister Pham Minh Chinh believes that this plan will be implemented well because Binh Duong province has a solid foundation from the Party's leadership, the spirit of great solidarity, the heroic cultural and historical traditions, the people's hearts, the support from the international community, businesses, and localities, and the spirit of self-reliance.

The Prime Minister requested Binh Duong to focus on implementing the tasks of planning work. In particular, Binh Duong is a pioneer in connecting the economy with the region, country, area and the world, especially connecting green and digital traffic; proactively pioneering the development of digital economy, green economy, circular economy, sharing economy, knowledge economy, night economy, digitalization, green economy for rapid and sustainable development; proactively and actively building new generation, high-tech, smart industrial parks, focusing on innovation, application of science and technology, achievements of the 4th industrial revolution, training high-quality human resources.

To implement the plan, the Prime Minister requested Binh Duong province to focus on mobilizing resources for implementation (state, society, public-private partnership, internal and external resources, etc.) and organize implementation scientifically, effectively, with focus, key points, clearly assigning people, tasks, time, responsibilities, products, and results; noting that the human factor is decisive.

“At the same time, Binh Duong must work with localities and the Central Government to remove difficulties and obstacles in terms of institutions, mechanisms and policies, especially promoting decentralization and delegation of power in the spirit of "locality decides, locality acts, locality takes responsibility", promoting administrative procedure reform, eliminating the environment of asking for and giving, corruption, negativity, trouble and harassment", Prime Minister Pham Minh Chinh directed.
