National Assembly Chairman Tran Thanh Man signed and issued 12 resolutions passed by the National Assembly at its recent 8th session and 7 resolutions of the National Assembly Standing Committee.

Transfer more than 110,000 billion VND to pay basic salary in 2025

Among the 12 resolutions passed by the National Assembly, there are resolutions on the 2025 socio-economic development plan, the 2025 state budget estimate, and the 2025 central budget allocation.

Regarding the 2025 socio-economic development plan, the National Assembly approved 15 main targets such as the gross domestic product (GDP) growth rate of about 6.5 - 7.0% and striving for about 7 - 7.5%, GDP per capita reaching about 4,900 USD.

The proportion of processing and manufacturing industry in GDP is about 24.1%. The average growth rate of consumer price index (CPI) is about 4.5%. The average growth rate of social labor productivity is about 5.3 - 5.4%.

The proportion of agricultural labor in the total social labor force is 25-26%. The proportion of trained labor is about 70%, of which those with degrees and certificates is about 29-29.5%...

In the resolution on central budget allocation for 2025, the National Assembly resolved that the total central budget revenue for next year will be VND1,020,164 billion. The total local budget revenue will be VND946,675 billion.

The National Assembly also allowed the use of 60,000 billion VND of accumulated funds for salary reform from the central budget and 50,619 billion VND of surplus funds from local authorities to be transferred to the 2025 budget of ministries, central and local agencies to implement the basic salary of 2.34 million VND/month.

Along with that, the National Assembly also decided that the total central budget expenditure in 2025 is 1,523,264 billion VND.

The National Assembly assigned the Government to allocate regular expenditures for economic activities of VND 5,307 billion, equivalent to 85% of the revenue from administrative fines for road traffic safety and order that has been paid to the state budget in 2023 to the Ministry of Public Security to spend on ensuring traffic safety and order.

And 936.5 billion VND (equivalent to 15% of the actual amount incurred in the local area) is a targeted supplement to the local budget to support the implementation of the task of ensuring traffic order and safety in the localities.

Besides, there are resolutions of the National Assembly on approving the election of members of the National Assembly Standing Committee and General Secretary of the 15th National Assembly with Mr. Le Quang Tung.

Resolutions on personnel work

Among the resolutions of the National Assembly Standing Committee is a resolution approving Mr. Vu Dai Thang's resignation from the position of Head of the 15th National Assembly Delegation of Quang Binh province due to a job transfer.

At the same time, Mr. Vu Dai Thang also transferred his activities from the National Assembly Delegation of Quang Binh province to the National Assembly Delegation of Quang Ninh province.

Previously, Mr. Vu Dai Thang, born in 1975, was transferred to work as Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.

The National Assembly Standing Committee also approved the election results of Ms. Ly Thi Lan, member of the Provincial Party Committee Standing Committee, Deputy Head of the Specialized Delegation of the 15th National Assembly of Ha Giang province, to hold the position of Head of the 15th National Assembly Delegation of Ha Giang province.

Ms. Ly Thi Lan was born in 1974, from Ha Quang district, Ha Giang. She has a master's degree in international relations. Ms. Lan is a member of the 15th National Assembly. She was the deputy director and then director of the Department of Foreign Affairs of Ha Giang province.

Along with that are resolutions appointing Mr. Le Quang Tung, member of the Standing Committee of the 15th National Assembly, General Secretary of the 15th National Assembly, to hold the position of Head of the National Assembly Office.

In addition, there are resolutions of the National Assembly Standing Committee promulgating regulations on coordination between the Supreme People's Court and the Ministry of National Defense in the management of military courts in terms of organization.

Resolution approving the proposal of the Chief Justice of the Supreme People's Court on departments, offices and equivalent, and press agencies of the Supreme People's Court.
