Announcing the list of administrative procedures in the field of belief and religion

According to the Decision, the list of administrative procedures in the field of belief and religion includes 58 procedures. Of which, 40 administrative procedures are under the jurisdiction of the provincial level, including: (1) Request for recognition of a religious organization operating in a province; (2) Registration of amendments to the charter of a religious organization operating in a province; (3) Request for establishment, division, separation, merger, consolidation of a subordinate religious organization operating in a province; (4) Registration of transfer of a religious dignitary, official, or monk who is being accused or whose criminal record has not been cleared;

(5) Request for collective religious activities of foreigners legally residing in Vietnam; (6) Registration of change of representative of collective religious activity group of foreigners legally residing in Vietnam; (7) Request for change of place of collective religious activities of foreigners legally residing in Vietnam within a province; (8) Request for change of place of collective religious activities of foreigners legally residing in Vietnam to another province; (9) Notification of change of place of collective religious activities of foreigners legally residing in Vietnam;

(10) Request to invite foreign organizations and individuals to Vietnam to carry out religious activities in a province; (11) Request to invite foreign dignitaries and monks to preach for an organization that has been granted a certificate of registration for religious activities in a province; (12) Request to change the name of a religious organization or affiliated religious organization operating in a province; (13) Request to change the headquarters of a religious organization or affiliated religious organization; (14) Notice of change of headquarters of a religious organization or affiliated religious organization;

(15) Request for non-commercial legal entity registration for a affiliated religious organization operating in a province; (16) Request for self-dissolution of a religious organization operating in a province according to the provisions of the charter; (17) Request for dissolution of a affiliated religious organization operating in a province according to the provisions of the organization's charter; (18) Notification of dissolution of a affiliated religious organization operating in a province according to the provisions of the organization's charter; (19) Notification of the organization raising funds to carry out belief and religious activities in cases where the fundraising is not specified in Point a and Point b, Clause 3, Article 25 of Decree No. 95/2023/ND-CP;

(20) Request for issuance of certificate of registration of religious activities for organizations operating in a province; (21) Notification of ordained or elected persons as dignitaries in cases specified in Clause 2, Article 33 of the Law on Belief and Religion; (22) Notification of cancellation of ordained or elected religious dignitaries in cases specified in Clause 2, Article 33 of the Law on Belief and Religion; (23) Registration of appointed, elected or elected persons as officials in cases specified in Clause 2, Article 34 of the Law on Belief and Religion;

(24) Registration of persons appointed, elected, or nominated as officials of organizations granted certificates of registration for religious activities with operating areas in a province; (25) Notification of persons appointed, elected, or nominated as officials in cases specified in Clause 2, Article 34 of the Law on Belief and Religion; (26) Notification of persons appointed, elected, or nominated as officials of organizations granted certificates of registration for religious activities with operating areas in a province;

(27) Announce the results of appointment, election, and nomination of leaders of organizations of organizations granted certificates of registration for religious activities with operating areas in a province as prescribed in Clause 7, Article 34 of the Law on Belief and Religion; (28) Announce the results of appointment, election, and nomination of leaders of organizations of religious organizations with operating areas in a province as prescribed in Clause 7, Article 34 of the Law on Belief and Religion;

(29) Announcement of the results of appointment, election, and nomination of leaders of organizations for affiliated religious organizations operating in a province as prescribed in Clause 7, Article 34 of the Law on Belief and Religion; (30) Announcement of transfer of religious dignitaries, officials, and monks; (31) Announcement of dismissal or removal of religious dignitaries and officials in cases prescribed in Clause 2, Article 33 and Clause 2, Article 34 of the Law on Belief and Religion; (32) Announcement of dismissal or removal of officials of organizations granted certificates of registration for religious activities operating in a province;

(33) Registering to open religious training courses for people specializing in religious activities; (34) Notifying the list of religious activities for organizations with religious activities in many districts of a province; (35) Notifying the list of additional religious activities for organizations with religious activities in many districts of a province; (36) Notifying the organization of annual conferences of religious organizations and affiliated religious organizations with activities in many districts of a province;

(37) Proposal to organize a congress of a religious organization, a affiliated religious organization, an organization granted a certificate of registration for religious activities with an area of operation in many districts of a province; (38) Proposal to organize a ceremony outside a religious establishment or legally registered location with an organization scale in many districts of a province or in many provinces; (39) Proposal to preach outside the area of responsibility, a religious establishment or legally registered location with an organization scale in many districts of a province or in many provinces;

(40) Notice of receiving funding from foreign organizations and individuals to support religious training and development activities for religious professionals; repair, renovation, upgrading, and construction of new religious facilities; organization of religious ceremonies or religious ceremonies; publication and import of religious scriptures, cultural products, and religious utensils of religious organizations and affiliated religious organizations operating in a province.

Administrative procedures under the jurisdiction of the district level include 8 procedures: (1) Notice of opening a religious training course as prescribed in Clause 2, Article 41 of the Law on Belief and Religion; (2) Notice of a list of religious activities for organizations with religious activities in many communes in a district; (3) Notice of a list of additional religious activities for organizations with religious activities in many communes in a district; (4) Notice of holding an annual conference of a religious organization or affiliated religious organization with activities in a district;

(5) Proposal to organize a congress of a religious organization, a affiliated religious organization, an organization granted a certificate of registration for religious activities with an area of operation in a district; (6) Proposal to organize a ceremony outside a religious establishment, a legally registered location with an organization scale in a district; (7) Proposal to preach outside the area of responsibility, a religious establishment, a legally registered location with an organization scale in a district; (8) Notice of organizing a fundraising event outside a commune but within a district, county, town, city under a province, city under a centrally-run city of a belief establishment, religious organization, or affiliated religious organization

Administrative procedures under the authority of the commune level include: (1) Registration of religious activities; (2) Registration of additional religious activities; (3) Registration of concentrated religious activities; (4) Notification of the list of religious activities for organizations with religious activities in a commune; (5) Notification of the list of additional religious activities for organizations with religious activities in a commune; (6) Registration of change of representative of a concentrated religious activity group; (7) Request to change the location of concentrated religious activities in a commune; (8) Request to change the location of concentrated religious activities to another commune; (9) Notification of change of location of concentrated religious activities; (10) Notification of fundraising organization in a commune of a religious establishment, religious organization, or affiliated religious organization.

The Chairman of the Provincial People's Committee assigns the Department of Ethnic Minorities and Religions to develop and approve internal procedures for administrative procedures under the jurisdiction of the Department of Ethnic Minorities and Religions, the District People's Committee, and the Commune People's Committee; submit to the Chairman of the Provincial People's Committee for approval the internal procedures for administrative procedures under the jurisdiction of the Provincial People's Committee and the Chairman of the Provincial People's Committee. Coordinate with the Department of Science and Technology to develop electronic procedures and update them on the administrative procedure settlement information system of Bac Giang province within 5 days from the date the Decision is signed and issued.
