The Code of Laws was built and formed from nearly 9,000 legal documents still in effect at the central level and is arranged and structured into 45 topics, each topic has one or more sections. The Code of Laws of the State of Vietnam is the Electronic Code of Laws, posted on the Electronic Code of Laws Portal (phapdien.moj.gov.vn) for free reference, exploitation and use by agencies, organizations and individuals. Minister of Justice Nguyen Hai Ninh said: The Electronic Code of Laws, an official product of the State, is a tool for systematic, comprehensive and complete legal reference, meaningful and practical in ensuring the publicity, transparency, accessibility and ease of reference of legal regulations. The Code of Laws contributes to reducing the cost of legal compliance and is an important solution for policy communication, opening up new sources, and improving the efficiency in the development and implementation of legal policies. The report at the Conference stated that on April 16, 2012, the Standing Committee of the National Assembly passed the Ordinance on the Codification of the System of Legal Norms, which is the legal basis for state agencies to review, collect, and arrange legal norms that are still in effect at the central level in a certain order with a logical, reasonable layout and easy to look up into a Code. Up to now, after 10 years of implementation, the Code of Vietnamese Laws has basically been completed, posted on the Electronic Code Information Portal (phapdien.moj.gov.vn) and is exploited and used for free, contributing to ensuring the publicity and transparency of the legal system. This is the electronic information portal posting the official Code of Laws, copyrighted by the state and assigned to the Ministry of Justice for unified management. The construction of the Code of Laws has made an important contribution to the process of building and perfecting the legal system as well as contributing to the effective application and enforcement of the law.

Through the codification work, the Ministry of Justice, together with ministries and branches, has reviewed and "cleaned" more than 8,000 legal documents of the Central Government; The Code has a scientific and unified structure, is publicly posted on the Electronic Code Information Portal and is exploited and used for free, contributing to facilitating individuals and organizations in searching, looking up, meeting the increasing demand for use and understanding of legal regulations, contributing to reducing the cost of law compliance... Along with the work of codifying the legal system, the work of systematizing legal documents is carried out periodically every 5 years. Accordingly, ministries and state agencies at the central and local levels have just completed the announcement of the results of the systematization of legal documents for the 2019-2023 period nationwide. Through the systematization of documents, ministries, branches and localities have synthesized and reviewed the entire system of legal documents (except the Constitution) during the period to identify and promulgate legal documents that are still in effect; documents that have expired or ceased to be effective in their entirety; documents that have expired or ceased to be effective in part as well as documents with conflicting, overlapping or inappropriate content that need to be amended or supplemented to perfect the law and ensure the publicity and transparency of the legal system./.
