Hai Phong police identify administrative reform as a key task

On the afternoon of May 23, Hai Phong City Police held a conference to review the implementation of the work of measuring the satisfaction level of people and organizations with the implementation of administrative procedures (TTHC) of the City Police.

Summarizing 2 months of implementing the measurement of people's and organizations' satisfaction when implementing administrative procedures (from March 7 to May 15, 2023), the police of units and localities in Hai Phong City have gone to the grassroots level to drastically implement and achieved encouraging results. Some units and localities have implemented well, guided people to participate highly, and the satisfaction rate is high.

During the implementation process, the Public Security of units and localities with the function of handling administrative procedures have proactively arranged, utilized, and socialized facilities, machinery, and equipment to serve the implementation of administrative procedures for people and organizations. In addition, officers and soldiers directly receiving and resolving problems for people have a clearer understanding of the purpose and requirements of administrative reform (AR) and digital transformation to serve the people.

However, after 2 months of implementation, this work has encountered some difficulties and problems. Specifically, the guidance of officers and soldiers in some places and at some commune levels has not been timely because the regular commune police have just been deployed, the force is small with a large workload; the funding and equipment provided are still lacking and not uniform; the awareness of a part of the people about the implementation of administrative procedures and public services (mainly at the commune level) is still weak, leading to a mentality of apprehension, haste, lack of interest leading to the loss of some paper ballots that people brought back, some ballots are invalid. A part of the people do not have the conditions to participate in the assessment because they do not have smartphones, are elderly, time conditions do not allow...

Speaking at the conference, Colonel Bui Trung Thanh - Deputy Director of Hai Phong City Police emphasized that the goal of promoting administrative reform is to contribute to serving the people in the best way.

The Party Committee and the Board of Directors of Hai Phong City Police have thoroughly grasped and requested to publicize the phone numbers of police leaders of units and localities so that people can promptly report on shortcomings and difficulties in the work of receiving citizens and resolving administrative reform procedures.

Colonel Bui Trung Thanh requested that the heads of police units and localities continue to thoroughly implement the direction of the Ministry of Public Security and the Director of the City Police Department in plans and official dispatches on administrative reform; enhance the role and responsibility of local police, especially the leaders, must identify administrative reform as one of the key tasks, and people's satisfaction is the measure to evaluate the results of administrative reform.

Localities and units continue to promote the work of measuring the satisfaction level of people and organizations when implementing administrative procedures of Hai Phong City Police, making this work regular, regular and continuous. Improve the quality of administrative reform work, administrative reform index, research to reduce the time to handle administrative procedures, ensure over 80% of administrative procedures provided on online public services...
