According to Article 6 of the 2015 Military Service Law on active service, male citizens of military service age are obligated to serve in the People's Army. For female citizens of military service age, during peacetime, if they volunteer and the army has a need, they may serve in the military.
So, if a child joins the military, what benefits will the parents receive? Will they be entitled to free health insurance, and what other benefits are there?
If a child is serving in the military, are the parents still covered by health insurance?
According to regulations of the Ministry of National Defense, the parents of non-commissioned officers and soldiers on active duty are eligible for state-funded health insurance, meaning they are issued free health insurance cards.
This is clearly stipulated by the Ministry of National Defence in point c, clause 2, article 1 of Circular No. 143/TT-BQP dated December 8, 2020, guiding the implementation of some provisions of Decree No. 146/ND-CP dated October 17, 2018 of the Government detailing and guiding the implementation of some provisions of the Law on Health Insurance for subjects under the management of the Ministry of National Defence.
Those eligible for this benefit include: relatives of officers, professional soldiers, non-commissioned officers and soldiers currently serving, including relatives of non-commissioned officers and soldiers preparing for discharge who have been assigned to reserve officer training and are eligible for health insurance under the Ministry of National Defense.
This is also stipulated in Article 12 of the 2014 Health Insurance Law, which specifies six groups of health insurance participants, with dependents of active-duty non-commissioned officers and soldiers belonging to Group 3 - the group whose premiums are paid by the state budget.
In addition, the parents of active-duty military personnel will also enjoy other benefits such as housing assistance in case of natural disasters or fires, and allowances for illness…
This has been stipulated in detail in Article 6 of Decree 27/2016/ND-CP and Article 3 of Decree 146/2018/ND-CP of the Government.
Specifically, parents with children serving in the military will receive housing support in the event of natural disasters or fires that cause their houses to collapse, be swept away, or require relocation, or if their property is severely damaged or suffers significant economic losses. They will receive an allowance of 3 million VND per person per incident.
Specifically, parents of non-commissioned officers and soldiers on active duty who are ill for one month or more, or who receive hospital treatment for seven days or more, are entitled to a sickness allowance of 500,000 VND per person per instance.
In addition, relatives of non-commissioned officers and soldiers on active duty who are killed, die, or go missing will receive an allowance of 2 million VND per person.
In accordance with the Law on Military Service dated June 19, 2015, Decision No. 102/QD-TTg dated September 20, 2024 of the Prime Minister on the conscription of citizens in 2025, and Guidance No. 4705/HD-BQP dated October 31, 2024 of the Ministry of National Defense on the selection and conscription of citizens in 2025, from February 13 to 15, young people nationwide will be heading off to fulfill their military service obligations in 2025.
