Coc San commune, a suburban area of ​​Lao Cai city, was recognized as achieving the new rural standard in 2014. The commune is orienting its economic structure towards shifting from agriculture and forestry to services and small-scale handicrafts, and digital transformation is being actively implemented by officials and residents.

I happened to meet Mr. Hoang Van Phuc in Un Ta village, Coc San commune, when I went to the commune's People's Committee to apply for a copy of his civil registry extract. Mr. Phuc said that, according to the previous procedure, he had to go to the commune's People's Committee office to fill out a form, then submit it to the one-stop service department and wait for the civil registry officer to verify the information and approve it. Most citizen requests would be processed on the same day, but waiting from morning to afternoon was unavoidable. However, now he submits his application online through the public service software from home, and then goes to the commune's People's Committee office to get confirmation.

Several months ago, a Youth Union official from the commune came to my house to guide me on installing and using the online public service software on my phone. Today, I needed a copy of my birth certificate to complete the paperwork for a land purchase, so I submitted the application through the online public service software. Although I didn't fully understand the required information at home, when I arrived at the office, the civil registry officer guided me through the process very quickly, and after a short wait, I received all the necessary documents.

Mr. Vu Anh Tuan, a judicial and civil registration officer at the People's Committee of Coc San commune, said: "Processing paperwork for citizens through online software helps shorten the time for both officials and citizens. Previously, we only processed a few files a day, but now that has increased 3-4 times, with about more than 20 tasks related to the judicial and civil registration field."

Coc San commune has 9 villages, with 1,279 households and 5,173 inhabitants, comprising 8 ethnic groups, of which the Giay ethnic group accounts for 51.4%; the Kinh ethnic group accounts for 43.2%... The commune has established a Steering Committee for Digital Transformation and a community digital technology team in 9 villages, with the participation of village heads, village fronts, associations, and especially the youth union.

Mr. Tran Hai Tu, Secretary of the Youth Union of Coc San commune, said: "In recent years, the commune's Youth Union has coordinated with relevant parties such as the commune police and the health sector to organize many campaigns to educate and guide people in the villages on installing and using electronic software such as electronic health records, VSSID - digital social insurance, Vneid - electronic identification accounts... The village youth union secretaries also regularly help village officials record directives or information that needs to be disseminated and broadcast them on the wireless broadcasting system of the villages, instead of village officials having to read them directly as before."

Furthermore, in implementing the directive on digital transformation, the People's Committee of Coc San commune has assigned its officials and staff to fully participate in training courses organized by the People's Committee of Lao Cai city. The commune has also received close attention and guidance from city leaders, as well as active cooperation from relevant parties such as the police, health sector, and businesses in implementing the content…

Thanks to this, digital transformation in the commune has achieved many results, such as: Propaganda content is connected, data is shared seamlessly and synchronously across 100% of the political system and organizations, individuals, and small and medium-sized enterprises using digital platforms; the rate of electronically authenticated transactions on the public administrative service portal reached 1,078/1,099, or 98%; the rate of administrative procedures received and processed online throughout the entire process reached 1,070/1,099, or 97%; the rate of online public services with applications processed throughout the entire process reached 1,070/1,099, or 97%; the rate of online administrative payments implemented online reached 1,045/1,045, or 100%...

Despite being provided with many favorable conditions, digital transformation in the commune still faces numerous difficulties. The rate of people participating in the digital transformation process remains low due to uneven levels of awareness, limited economic conditions; the percentage of people owning smartphones and computers is not high, and internet connections are not stable…

Ms. Nguyen Thi Nam, Vice Chairperson of the People's Committee of Coc San commune, stated.

Despite remaining challenges, with the efforts of local authorities, organizations, and associations, and the active support and cooperation of the people and businesses in the area, Coc San commune aims to continue striving to achieve its targets on a digital platform, while further enhancing people's awareness of receiving and applying information technology.
