According to information from the Department of Agriculture and Rural Development, rabies in animals has recently emerged in the area, with the potential to spread and form outbreaks. Therefore, it is necessary to urgently implement rabies prevention measures and focus on rabies vaccination for dogs and cats.
According to the Department of Animal Health, from the beginning of the year to April 8, 2024, the country detected 106 cases of rabies in animals in 71 communes of 56 districts in 27 provinces. Regarding rabies in humans, according to the Ministry of Health's report, in the first 3 months of 2024 alone, the country recorded 27 deaths from rabies, an increase of 170% compared to the same period in 2023.
In Quang Tri, recently, the Department of Animal Husbandry and Veterinary Medicine took samples for passive surveillance of a dog suspected of having rabies in Duyet Ward, Vinh Tu Commune, Vinh Linh District. This dog died after biting a local resident. On April 5, 2024, the test result response form from the Central Veterinary Diagnosis Center confirmed that the dog was positive for rabies virus.
In this situation, the Department of Agriculture and Rural Development has issued a document requesting the People's Committees of districts, towns, cities and relevant agencies to urgently direct and implement measures to prevent and control rabies from arising and spreading, review the total herd and implement rabies vaccination for dogs and cats in the locality. The review of the total herd of dogs and cats must be completed before April 15, 2024. The organization of rabies vaccination must achieve a vaccination rate of over 80% of the total herd.
Rabies vaccination must be completed before April 30, 2024. After that, localities need to review and organize additional rabies vaccination for all dogs and cats that have not been vaccinated. In localities with low vaccination results, it is necessary to organize the capture and handling of stray dogs that do not meet disease prevention requirements.
The Department of Agriculture and Rural Development also requested the People's Committees of districts, towns and cities to direct communes, wards and towns to require dog and cat owners to commit to declaring and keeping dogs and cats within the family premises. When taken out of the house, dogs must be leashed, muzzled and led by someone.
Cases of non-compliance with regulations on dog and cat management and non-compliance with rabies vaccination will be strictly handled according to regulations. Based on the actual situation, localities can establish teams to catch stray dogs, dogs not wearing muzzles when going out on the street, and dogs suspected of having rabies.
Particularly for Vinh Linh district, it is necessary to focus on synchronously and drastically implementing rabies prevention measures in Vinh Tu commune according to the instructions of specialized agencies, not allowing the disease to spread widely and not allowing anyone to die from rabies.
