From January 1, fixed motorbike emission testing facilities need a minimum area of 15 square meters and can be shared with motorbike and scooter maintenance and repair facilities.
The Government has just issued Decree No. 166/2024 regulating the business conditions of motor vehicle inspection services; organization and operation of inspection facilities; and the life span of motor vehicles.
Mr. Nguyen To An, Deputy Director of the Vietnam Register, said that the decree was built on the basis of inheriting previously stable regulations, while updating a number of new regulations to implement the Law on Road Traffic Order and Safety and amending and supplementing a number of regulations to overcome shortcomings, ensuring transparency, convenience and suitability with reality.
Notably, the decree adds regulations on conditions for motorbike emission testing facilities to comply with the Law on Road Traffic Safety and Order and the Investment Law.
Accordingly, the decree adds a provision that in cases where a motor vehicle inspection facility is located together with a bus station or rest stop, the area regulations do not have to be applied.
“However, the inspection workshop must meet the regulations in the national technical regulations on technical facilities and locations of motor vehicle inspection facilities and motorbike and motorbike emission inspection facilities,” informed a representative of the Vietnam Register.
Motorcycle emission inspection area has a minimum area of 15m2
A new point in Decree No. 166 is the regulation on conditions for facilities testing emissions of motorbikes and scooters.
Mr. Nguyen To An said that the conditions for emission testing facilities are also regulated in a simple way, creating favorable conditions for organizations and individuals to easily participate in providing motorbike emission testing services.
Regarding the area requirements for a fixed emission testing facility, the testing area must have a minimum area of 15m2, corresponding to 1 emission measuring device and can be shared with the maintenance and repair facility.
“For mobile emission testing facilities, there is no need to meet the area requirements, but equipment and measuring devices for emission testing must be permanently installed on specialized vehicles for mobile emission testing,” said Mr. An.
Regarding human resources, the facility must have at least 1 grade 3, or grade 2, or grade 1 inspector and professional staff (staff can hold concurrent positions if they meet professional certifications).
Plan to avoid traffic jams during motorbike inspection
According to statistics, there are currently about 70 million motorbikes nationwide, of which 80% have been used for 5 years or more and are subject to emission inspection (equivalent to nearly 56 million vehicles).
When it comes time to conduct motorcycle emission inspections, the Vietnam Register predicts that there will be a huge demand, which could lead to congestion of vehicles coming for inspection.
The reason is that the number of facilities for inspecting motorcycle and motorbike emissions does not meet the inspection requirements as prescribed by the Law on Road Traffic Order and Safety.
Anticipating the above situation, the Vietnam Register has proposed a series of solutions. The promulgation of Decree 166 is also one of the solutions to serve this purpose.
According to Mr. An, in addition to using existing motor vehicle inspection facilities to conduct motorcycle emission inspections, the Vietnam Register is proposing to use motorcycle and motorbike warranty and maintenance facilities of dealers of the Vietnam Association of Motorcycle Manufacturers and socialized facilities to participate in conducting motorcycle emission inspections.
If we mobilize car dealers and socialized facilities, we will save on investment costs for facilities for motorbike emission testing. This will help keep the price of emission testing services as low as possible.
Currently, there are nearly 3,000 facilities nationwide that ensure the implementation of motorcycle emission inspection. Thus, the Vietnam Register believes that it will limit the level to the lowest level, not allowing congestion to occur.
