Bach Mai and Viet Duc Hospitals' second facility is behind schedule, the Government issues new instructions

The Deputy Prime Minister assessed that the progress of the Bach Mai and Viet Duc Hospital 2 projects has not met the requirements of urgency and necessity, and many difficulties and problems have not been resolved promptly.

On April 22, the Government Office issued a notice of the conclusion of Deputy Prime Minister Le Thanh Long during his inspection trip to the construction investment project of the second facility of Bach Mai and Viet Duc Hospitals.

After inspecting the site and listening to the progress report from the Ministry of Health , the Deputy Prime Minister acknowledged the initial efforts of relevant agencies in organizing and implementing work related to the two projects.

However, he assessed that many tasks were behind schedule compared to the plan, and that there were many difficulties and problems related to the two projects, along with solutions to promptly resolve them. The implementation progress did not meet the requirements of urgency and urgency of the two hospitals.

The Deputy Prime Minister requested the Ministry of Health, relevant ministries and agencies to make more efforts and resolutely implement the project, ensuring the early completion and putting of the two hospitals into use in accordance with the direction of the Central Executive Committee, General Secretary To Lam and the direction of the Government.

According to him, the early use of the two hospitals will serve the care and protection of people's health, avoid waste, and at the same time contribute to reducing hospital overload and improving the quality of medical examination and treatment.

Urgently supplement capital for equipment purchase

To promote progress, the Government requires the Ministry of Health to closely follow the actual situation, be more proactive in coordinating with agencies to deploy tasks and control the progress of implementation at the project.

The Ministry of Health is also required to urgently work and agree with the Ministry of Finance to supplement state budget capital according to regulations to implement the purchase of medical equipment, information technology, and other necessary tasks.

Strengthen the capacity of investors and project management boards to implement projects on schedule and ensure quality. At the same time, direct contractors to continue to mobilize maximum resources to ensure the completion of tasks on schedule, especially for medical equipment and information technology packages.

The Ministry of Health directed Bach Mai and Viet Duc Hospitals to proactively prepare professional work, organize recruitment and training of human resources to be ready for effective operation of the two hospitals immediately after completion and handover for use.

The Deputy Prime Minister also requested the Ministry of Finance to closely coordinate with the Ministry of Health to immediately handle capital sources according to regulations to ensure the progress of implementing tasks and activities of the two projects.

The Ministry of Health periodically reports to the Prime Minister on the progress, situation and results of the implementation of the two projects, clearly identifying the causes, proposing and recommending specific solutions to resolve difficulties and problems during the implementation process.

Recently, the Government Inspectorate issued a conclusion assessing the investment project to build new facilities 2 of Bach Mai and Viet Duc Hospitals, which had been abandoned for 10 years, causing damage and waste of more than 1,200 billion VND.

The Government Inspectorate recommended that the Prime Minister direct the Ministry of Health to review and take strict legal action against the ministers and deputy ministers in charge of the two projects in each period related to the violations and wrongdoings stated in the conclusion.

At the same time, the inspection agency has transferred the file to Ministry of Public Security to consider investigation due to suspected signs of crime.
