Ho Chi Minh City Tax Department processes backlogged real estate files: It will be completed in about 10 days

Tax offices said they will process received real estate applications in order, without any interruption.

Real estate files pile up

On September 22, the Ho Chi Minh City Tax Department and tax branches worked all weekend to resolve outstanding land records according to urgent instructions issued by the Ho Chi Minh City Tax Department on the evening of September 21.

According to Tuoi Tre, the number of pending land tax records due to waiting for the issuance of land price lists at tax offices is very large.

Most are at tax offices such as Thu Duc City, Hoc Mon District, Cu Chi District... Many other districts also have a number of real estate records left over from several hundred to thousands of records.

Present at the Go Vap District Tax Department at noon on September 22, although it was Sunday afternoon, the real estate registration department was still actively processing people's files.

Around and on the tables where tax officials work, backlogs of real estate files are stacked high, spilling over onto the chairs and shelves next to them.

Mr. Nguyen Chi Bac, deputy head of the Go Vap District Tax Department, said that there are still 896 real estate tax records left, including 555 records received in August and 327 records received in September.

Of these, 789 files are subject to tax, the rest are not subject to tax (gifts, inheritance...).

"Last night, upon receiving instructions from the Ho Chi Minh City Tax Department, the tax department mobilized the real estate registration department to work on Sunday.

The registration team has 5 employees and 1 team leader, all present," Mr. Bac said, adding that in the morning alone, about 50 land tax records were signed and that he would notify people by phone to come and receive them.

Strengthening the force

At the same time, from September 23, the Go Vap District Tax Department will increase the number of staff for the registration team to speed up the processing of remaining real estate records and promptly inform people about the progress of processing records.

In addition, to be transparent and avoid people being impatient, the Go Vap District Tax Department will post specific notices about the time of returning documents according to the time of submission so that people know.

At the Binh Thanh District Tax Department, at noon on September 22, 10 tax officials were busy resolving outstanding real estate tax records.

Mr. Tran Minh Nha, deputy head of the Binh Thanh District Tax Department, said that after the urgent directive on the evening of September 21 from the Ho Chi Minh City Tax Department that the tax agency would work on weekends to quickly resolve outstanding land records, the tax department immediately mobilized tax officers from the real estate registration department to work on Sunday mornings.

Also on the morning of September 22, leaders of the tax department, registration office... discussed plans to quickly resolve pending files.

Because previously, Binh Thanh District Tax Department had resolved tax records that did not generate financial obligations such as gifts, inheritances, etc., currently the number of records remaining at Binh Thanh District Tax Department is about 300 records.

Process applications in order of submission.

Tax departments said they will prioritize processing applications in the order they are submitted. Applications submitted first will be processed first, except in cases where problems arise and the Ho Chi Minh City Tax Department must be consulted.

All tax records received by the tax authority are entered into the system, so they must be processed in order, not in the situation where records submitted later are processed first.

Binh Thanh District Tax Department will speed up the process of resolving backlog records.

However, it is expected that after the Ho Chi Minh City People's Committee approves the use of the land price list issued under the 2013 Land Law (multiplied by the land price adjustment coefficient according to Decision 56/2023) to resolve financial obligations and land taxes in the period from August 1 until the issuance of the new land price list, the number of real estate records in the coming days will increase.

The reason is that many people are waiting for tax records to be notified before making transactions, so it is expected that the real estate records processing department may have to work all weekend in October to speed up the processing of records for people.

Meanwhile, Mr. Phan Van Dung, head of the Thu Duc City Tax Department, said that this place currently has about 1,600 records and is also the area with the largest number of records because the Thu Duc City Tax Department was formed on the basis of three previous districts: District 2, 9, Thu Duc and this place has a large number of real estate transactions.

"Thu Duc City Tax Department has requested specialized departments to make a specific plan to handle the documents for approval by the tax department leaders.

Although the number of files is large, the number of civil servants handling real estate registration files is quite large, up to 25 people and will increase in the coming days, so the progress will be accelerated.

Do not let trouble, harassment, or negativity arise

Previously, on the evening of September 21, right after the Ho Chi Minh City People's Committee issued document 5635 allowing the use of the current land price list to calculate taxes while waiting for the issuance of the new land price list, the Ho Chi Minh City Tax Department urgently directed the heads of tax branches to prioritize and focus resources to resolve as soon as possible the land records received from August 1, working on Saturdays and Sundays...

At the same time, tax branches must report daily processing progress to the land management department so that this department can summarize and report to the leaders of the Ho Chi Minh City Tax Department. Units and individuals who perform well will be encouraged and rewarded promptly.

Notably, the Ho Chi Minh City Tax Department requires the heads of tax branches in the area to be responsible for organizing the processing of land records, not allowing any trouble, harassment, or negativity to arise.

According to statistics from the Ho Chi Minh City Tax Department, from August 1 to August 27, this place received a total of 8,808 applications.

Of which, there are 346 land use fee collection records for cases of land use right recognition, and 277 land use fee collection records for cases of land use purpose change.

Besides, there are 5,448 personal income tax records from real estate transfers and 2,737 records in cases where no financial obligations arise.
