US Consul General in Ho Chi Minh City Susan Burns speaks at SEMICON DA NANG 2024.

“The time is ripe for cooperation and development. As we celebrate the first anniversary of our diplomatic relationship being upgraded to a comprehensive strategic partnership, the United States and Vietnam have made strong commitments to deepen cooperation in critical and emerging technologies, enhance skills, and enhance digital development,” said Susan Burns.

According to the US representative, the semiconductor industry is the foundation of the modern global economy, driving technological innovation and enabling the fourth industrial revolution. The United States and Vietnam share a common vision to harness the power of this important industry to promote economic growth, technological innovation and sustainable development.

Recently, Da Nang’s emerging semiconductor industry has attracted global attention thanks to its rapidly developing industrial infrastructure, strategic location, and increasingly skilled workforce. With its emerging technology ecosystem, Da Nang is well-positioned to lead the growth of the semiconductor industry. That makes SEMICON DA NANG 2024 both timely and meaningful.

“Once in a lifetime” opportunity

Ms. Susan Burns stated that the US Government recognizes the importance of promoting a strong semiconductor supply chain and sustainable manufacturing network; at the same time, it wishes to cooperate with Vietnam to further develop the semiconductor ecosystem. The shared commitment of the US and Vietnam in the fields of innovation and technological advancement provides the two countries with a “once-in-a-lifetime” opportunity to enhance economic cooperation in this high-tech field.

According to her, research and development (R&D) is an important driver of innovation in the semiconductor industry. Increasing public and private investment in R&D through direct government funding, corporate tax incentives, the establishment of specialized research centers, and promoting cooperation between the government, universities, and the private sector are extremely important factors in developing the semiconductor industry.

Ms. Susan Burns also shared that to maintain competitiveness and meet market demand, Vietnam needs a world-class workforce. Therefore, it is necessary to strengthen STEM (science, technology, engineering, mathematics) education at all levels, ensuring that the education system produces graduates with the technical skills needed to thrive in the semiconductor industry.

The US government pledges to support Vietnam

Along with encouraging Vietnam to ensure an attractive legal environment and strong intellectual property (IP) rights to continue developing the semiconductor industry, the US Consul General in Ho Chi Minh City also said that leading US semiconductor companies and corporations such as Synopsys, Marvell and Intel have had a strong position in Vietnam in recent times.

They wish to continue to expand their investment in Vietnam, expand their cooperation with Vietnamese partners, and contribute to the development of the semiconductor industry in particular and the development of Vietnam's economy in general. Through partnerships and cooperation, they aim to strengthen the global supply chain, promote R&D, and create many high-quality jobs that benefit both countries.

In particular, Ms. Susan Burns emphasized that the US Government is committed to supporting Vietnam in addressing the challenges facing the semiconductor industry today, promoting cooperation between the public and private sectors of the two countries, and working closely with Vietnamese partners to build an innovative and sustainable semiconductor ecosystem.

“As we look to the future of the U.S.-Vietnam relationship in the semiconductor sector, I am confident that together we can achieve remarkable milestones. Our joint efforts will not only promote economic growth, but also contribute to innovation, shared prosperity, and sustainable supply chains,” said U.S. Consul General in Ho Chi Minh City Susan Burns.
