In recent days, the case of teacher Nguyen Thi T., a first grade teacher (Tran Phu Primary School, Ha Tinh City, Ha Tinh Province) being proposed to be disciplined as a civil servant in the form of a reprimand, has attracted public attention.
In particular, the fact that the leaders of the Department of Education and Training of Ha Tinh city sent a document reporting the incident, including the request for the City People's Committee to transfer the violating teacher to a more difficult area, has caused many conflicting opinions.
Some opinions expressed agreement with this way of handling the situation to rectify and reduce the situation of extra teaching and learning. However, many people also said that the proposal to transfer the teacher to another area was "too heavy-handed" and against the regulations.

On the morning of December 16, speaking with Dan Tri reporter, Ms. Tran Thi Thuy Nga, Head of the Department of Education and Training of Ha Tinh city, said that the severity of the punishment depends on each person's point of view.
According to Ms. Nga, this is just an educational and deterrent solution to warn other teachers not to violate the law.
"Disciplinary action is the authority of the school. The education sector's viewpoint is "lift high, hit lightly", verify and clarify then remind, which is educational in nature," said Ms. Nga.
Regarding the content of the document expressing "request to transfer teachers to other areas", Ms. Nga said that the document's framework could not fully express the content. Along with that, public opinion and people did not fully understand the matter, pushing the matter in another direction.
"If there is a transfer, this is not a form of discipline," said Ms. Nga.
The department head explained that there was no transfer or assignment of teachers at this time, which usually occurred during the summer break. The transfer was related to the structure of the team, and the shortage or surplus of teachers.
If later, the industry finds that teacher Nguyen Thi T.'s image is "not good" in the eyes of parents and students, then she will be considered for transfer.
"In the case of teacher T., we are only making arrangements and suggestions for future consideration, but have not yet implemented them," Ms. Nga explained.

Primary school principals have signed a commitment with the City People's Committee and industry leaders not to let teachers teach extra classes against regulations.
Right after signing the commitment, teacher T. violated the law, causing the Department of Education and Training to have to discipline and warn her.
As Dan Tri reported, on the evening of December 4, the inspection team of the Department of Education and Training of Ha Tinh city received a report about teacher Nguyen Thi T. organizing illegal extra classes for primary school students.
On December 5, the City Department of Education and Training invited teacher T. and the Principal of Tran Phu Primary School to discuss and gather information. During the meeting, the female teacher confirmed that the information reported by the parents was true and had made a written report.

According to the leader of the Department of Education and Training of Ha Tinh city, Ms. T's behavior violated the cases of not being allowed to teach extra classes of the Ministry of Education and Training.
From there, the Department of Education and Training requested the Principal of Tran Phu Primary School to establish a Disciplinary Council, organize a review, and take disciplinary action against violating officials according to regulations; review the responsibility of the head and individuals related to the violation of teacher Nguyen Thi T..
