Can I open a bank account without ID?

Clause 7, Article 1 of Circular 02/2019/TT-NHNN amending Circular 23/2014/TT-NHNN guiding the opening and use of payment accounts at payment service providers issued by the State Bank of Vietnam , stipulates the following documents required to open an account:

+ For personal payment accounts:

- Application for opening a payment account made according to the form of the bank or foreign bank branch where the account is opened and in accordance with the provisions of Clause 1, Article 13 of this Circular;

- Valid citizen identification card or identity card or passport, birth certificate (for individuals who are Vietnamese citizens under 14 years old), entry visa or documents proving visa exemption (for individuals who are foreigners) of the account owner;

To open a bank account, individuals must have a valid ID card/citizen ID card or passport. (Illustration photo)

- In case an individual opens a payment account through a guardian or legal representative, in addition to the documents specified in Points a and b, Clause 1 of this Article, the payment account opening file must also include the citizen identification card or identity card or valid passport of the guardian or legal representative and documents proving that person's legal representative status with respect to the account owner.

Based on the above regulations, when opening a bank account, the account holder must have a valid citizen identification card or identity card or passport.
