There is no law that states exactly that installing auxiliary lights on motorbikes (LED lights) is a violation of the law and must be punished.
However, Clause 5, Article 30 of Decree 100/2019/ND-CP stipulates administrative sanctions in the field of road and railway traffic regarding sanctions against vehicle owners (individuals or organizations that are owners of motorbikes, motorbikes and similar vehicles, including electric motorbikes) who violate regulations for one of the following violations:
- Arbitrarily cutting, welding, re-punching the frame number, engine number;
- Erasing, modifying or falsifying vehicle registration documents;
- Arbitrarily change the frame, engine, shape, size, and characteristics of the vehicle;
- False declaration or use of fake papers or documents to get reissued license plates or vehicle registration;
- Handing over the vehicle or allowing a person who does not meet the conditions prescribed in Clause 1, Article 58 of the Road Traffic Law to drive the vehicle on the road (including cases where the driver has an expired driving license).
Installing color changing LED lights on motorbikes can be heavily fined.
Therefore, the act of arbitrarily adding color-changing LED lights to the engine is considered as arbitrarily changing the frame, engine, shape, size, and characteristics of the vehicle. Because the vehicle owner removes the old LED lights, or keeps the old lights (original lights of the manufacturer) and then installs additional motorcycle lights, which is a change in the structure and characteristics of the vehicle. If the authorities discover that the vehicle's characteristics have changed, they will certainly punish the vehicle owner.
Thus, arbitrarily installing LED lights on motorbikes, adding light bulb details to the vehicle, changing the original light bulbs to other colored lights (considered as changing the characteristics of the vehicle) will be subject to administrative penalties at the following levels:
For individuals: Fine from 800,000 to 2,000,000 VND.
For organizations: Fine from 1,600,000 to 4,000,000 VND.
Changing the lighting system for motorbikes is only recognized as not violating the law in specific cases such as: The motorbike's headlights are broken, degraded, dim or have reduced lighting ability. The motorbike's headlights do not meet traffic standards, potentially causing unsafety.
However, installing additional lights on motorbikes in these cases is only legal when conditions permit. It is mandatory to comply with certain laws, absolutely not change the characteristics of the vehicle, comply with the original design of the manufacturer and the lights must meet quality standards.
