The head of the Ministry of Home Affairs emphasized that the mechanism and policies will focus on special and outstanding priorities to encourage people to retire immediately and within 12 months from the time the agency, organization, or unit implements the arrangement and streamlining.
Will reduce 35-40% of leads after arrangement and consolidation
Talking to the press about the arrangement and streamlining of the Government apparatus, Minister of Home Affairs Pham Thi Thanh Tra said that according to the proposed plan, the Government apparatus is expected to have 13 ministries, 4 ministerial-level agencies, reducing 5 ministries and 5 agencies directly under the Government.

In addition, 12/13 general departments and organizations equivalent to general departments under ministries and ministerial-level agencies; 500 departments and equivalent organizations under ministries and general departments; 177 departments under ministries, ministerial-level agencies and equivalent organizations; 190 public service units under ministries and agencies within ministries were reduced.
Faced with the urgent task assigned by the Government, according to Ms. Pham Thi Thanh Tra, the Ministry of Home Affairs has so far completed the entire summary report of Resolution 18-NQ/TW; the Project on merging, consolidating, transferring functions, tasks, organizational structure and related documents, along with the project on ending the activities of the Party Executive Committee, establishing the Government Party Committee, Party Committees of ministries, ministerial-level agencies, and agencies under the Government.
Regarding the consolidation and merger of government agencies, it will help to reduce the number of focal points, adjust the functions and State management tasks of ministries and ministerial-level agencies, and basically overcome the current overlapping problems.
According to the Minister of Home Affairs, the number of agencies will be reduced by 35 to 40% after the organizations are reorganized and merged. The organizations themselves will also be reorganized and streamlined.
With the direction given by the Government, the general departments and equivalent organizations will be basically eliminated. According to calculations, it is possible to reduce 500 departments under ministries and departments under general departments.
Regarding reports and projects related to the arrangement and streamlining of the organizational apparatus, the Ministry of Home Affairs is consulting the Government Steering Committee to complete them for submission to competent authorities on December 25.
Emphasizing that when implementing the organization's streamlining and restructuring, the most important thing is to have policies to help cadres, civil servants, public employees, and related workers stabilize their lives, Ms. Pham Thi Thanh Tra said that the Ministry of Home Affairs has urgently developed policies and regimes and submitted them to competent authorities for timely consideration.
Currently, the Ministry of Home Affairs has completed the draft Decree on the regime and policies for cadres, civil servants, public employees and contract workers in the organizational arrangement of the political system. The draft Decree will be reported to the competent authority in the near future.
Special and outstanding preferential policy for staff who are on leave immediately upon re-arrangement
Regarding some contents in the draft Decree on regimes and policies, Minister Pham Thi Thanh Tra said that the spirit of the policy is to make a revolution to streamline the apparatus, so the mechanisms and policies are also revolutionary.
Accordingly, policies developed and issued must be "fast, strong, outstanding, humane, fair" and ensure a reasonable correlation between subjects, in order to stabilize life, ensure rights and interests for cadres, civil servants, public employees, and workers so that "no one is left behind in the process of arranging and streamlining the organizational apparatus".

At the same time, policies also need to demonstrate determination to maintain and retain good cadres and public employees with capacity and qualities equal to the task, and to prevent brain drain.
Golden time to organize and streamline the apparatus
The leaders of the Ministry of Home Affairs also assessed that the reorganization and streamlining of the apparatus is difficult, challenging, complicated, sensitive and has obstacles. According to Ms. Pham Thi Thanh Tra, this is not only a revolution to streamline the apparatus but also a revolution to liberate the minds so that everyone can change together, towards a better future, firmly entering the new era.
According to the Minister of Home Affairs, the Party and its leader, General Secretary To Lam, chose this time to decide to reorganize and streamline the apparatus as a "golden time of historical significance".
Ms. Pham Thi Thanh Tra stated that this is the time to prepare for Party Congresses at all levels towards the 14th National Party Congress with major decisions for the country to enter a new era; prepare the country to welcome the 95th anniversary of the Party's founding, 50 years of the complete liberation of the South and national reunification; and 80 years of the country's founding.
With the spirit of the whole Party, the whole people, comprehensive, synchronous, scientific, cautious, methodical and rapid, the Minister of Home Affairs said that the results so far are very positive and effective. From the Central political system to 63 provinces and cities are urgently accompanying the Central in arranging and streamlining the organizational apparatus.
